1. Monitoring, Evaluation & Research (MER)
Manager -1 position based in Kampala
This position will lead Monitoring, Evaluation & Research (MER) initiatives for Plan Uganda’s programmes and manage the MER team. The incumbent will be responsible for planning and implementation of all MER activities, including development of systems, processes and promoting an organisational culture that delivers evidence-based programmes.

Main Responsibilities/key result areas
1. Establishes and continuously improves systems and processes that ensures quality documentation, monitoring and evaluation of programme effectiveness to inform evidencebased programming and organisational learning
2. Maintains Plan Corporate Project Planning System, ensure the system is effectively used as per Plan’s policies and liaises with the region and International Headquarter on system maintenance and development
3. Leads planning, budgeting and implementation of all Monitoring, Evaluation & Research initiatives in line with the MER Framework in the Country Strategic Plan
4. Designs and conducts research initiatives to inform programmes and advocacy for children’s rights working closely with Programme Specialists and partners including developing a research agenda
5. Leads the Monitoring, Evaluation & Research Team based in the country office and in the field including supervision and performance management
6. Provides technical assistance to programme specialists in programme and project design in relation to M&E, including, objective and indicator development, monitoring systems and evaluation design
7. Facilitates Training and Development activities, on Monitoring, Evaluation & Research for programme staff and partners
8. Facilitates internal and external learning and increased accountability by establishing effective working relationships with development partners and government agencies on aid effectiveness issues.
9. Liaises with other offices in Plan – National Organisations, International Headquarter and other countries on Monitoring, Evaluation & Research
10. Represents Plan at national level on matters relating to Monitoring, Evaluation & Research and aid effectiveness.

Essential Competencies
Master’s degree (preferred) in Development, Social Sciences or its equivalent
Significant training /background and professional training in MER
At least 8 years managerial and/or advisory experience in Monitoring, Evaluation & Research in the development sector
Knowledge of environment and current effective practices in Monitoring, Evaluation & Research in the development sector, internationally and in Uganda.
Demonstrated experience in designing and conducting research initiatives, case studies and professional documentation
Demonstrable abilities in planning, budgeting and management

2. Project Manager - NORAD Child Protection Project – 1 position based in Kampala
This is a 5 year project which aims to strengthen the national child protection system in Uganda so as to effectively respond to and prevent violence against children, particularly marginalized children including children with disabilities and girls. It will focus on creating a protective environment for children and particularly strengthening community based child protection mechanisms to protect vulnerable groups of children that are at high risk of abuse and violence due to discrimination and or exclusion, marginalization and stigmatization.
The Project Manager position is both technical and managerial and reports to the Programme Support Manager. The incumbent will have overall responsibility to provide leadership in the management and overall delivery of the NORAD-funded Child Protection Project. She/he will lead the project team in planning, implementation, partnership management and reporting of the
project; timely delivery of the project and with highest technical
quality according to the objectives and approach in the project
document and to the satisfaction of project stakeholders.
Main Responsibilities/key result areas
1. Develop and implement timely and quality quarterly project

3. Project Coordinator –NORAD Children & Youth Participation
Project - 1 position based in Kampala
This is a five year project which to strengthen inclusive mechanisms and processes for children and youth to express their views to enhance the participation of children and youth in the development process. It seeks build capacity and skills of children and youth in social, media and leadership to strengthen their role in advocacy and awareness raising on their rights
The Project Coordinator position is both technical and managerial and will report to the Programme Support Manager. The incumbent and will be responsible for providing leadership in the coordination and overall delivery of the NORAD-funded Children & Youth Participation Project. She/he will lead the project team in planning, implementation, partnership management and reporting of the project while ensuring timely delivery of the project and with highest technical quality according to the objectives and approach in the project document and to the satisfaction of project stakeholders.

4. Project Facilitator – NORAD Participation Project – 5-year
project (2 positions based in Lira, Kamuli)
The Project Facilitator will report to the lead Programme Unit Manager with a dotted line to the NORAD Participation Project Coordinator. He/she will have overall responsibility of leading implementation of project activities at District and community level. He/She will also ensure that the project is implemented with highest quality and in a timely manner as per the project design, Plan’s CCCD approach and according to the procedures and guidelines for the project and the organisation in general.

Main Responsibilities/key result areas
1. Prepare budgets, work-plans, and ensure that project budgets are effectively managed as per NORAD and Plan guidelines.
2. Initiate and promote project approaches to strengthen youth and child participation and civil society strengthening.
3. Conduct regular project administrative activities e.g writing and modification of Project Outlines, updating and generation of PPM reports..

His/her major responsibility will be to lead implementation of project activities at District and community level. 6. Monitoring & Documentation Coordinator – 1 position
based in Kampala
This position is based in Kampala and will report to the Monitoring, Evaluation & Research Manager. The incumbent will act as a resource in the NORAD Project Team in planning, data collection, monitoring, documentation & and reporting of the NORAD child protection and participation projects. She/he will ensure the projects implements the project M&E framework successfully and provide technical leadership to project team on
M&E, including training, development of monitoring tools, and planning and reporting.

Main Responsibilities/key result areas
1. Implement the project M&E framework and coordinate tasks and processes for monitoring project progress.
2. Develop indicators and monitoring formats and tools for the projects
3. Establish and manage a filing system for all project data.
4. Train and coach NORAD project staff and partner staff on the M&E framework, data collection and use of monitoring tools.
5. Provide technical assistance to project staff on participatory monitoring methodologies with children and communities
6. Conduct project baseline, mid-term reviews and final evaluations of the highest quality and as per M&E framework.
7. Record and analyse project monitoring data from working districts monthly and report to project manager.
8. Prepare draft project progress reports under supervision of the project manager based on district progress reports.
9. Write and edit documentation and reports on best practices, case studies, lessons learnt and reflection from the projects.
10. Compile and disseminate M&E information needed for periodic project planning.
11. Support work and budget planning under the supervision of the project manager.
12. Support the utilization of the corporate M & E system (PALS) within the projects and support preparations and modifications of Project Outlines.

1.0 MONITORING AND EVALUATION SPECIALIST (01 Vacancy)

Reports to: Regional Branch Manager

Duties and Responsibilities:
• To review, customize and ensure application of the Programme M&E indicators.
• Participate in preparation of Terms of Reference (ToRs) for technical consultants and contractors.
• Develop and coordinate all M&E schedules to be implemented by stakeholders handling the monitoring function.

2.0 ENVIRONMENTAL SANITATION SPECIALIST (01 Vacancy)

Reports to: Regional Branch Manager

Duties and Responsibilities:

• Evaluate the environmental sanitation situation in the target RGCs at the time of application identify
the necessary interventions to improve the situation and carry out follow up surveys.
• Participate in preparation of ToRs and RFPs to guide designers and implementers on environmental
sanitation activities required.
• Review the EIA and EMP developed by the Design Engineer and make recommendations on mitigation
measures for the facilities during construction and operation of the facilities.
• Together with key stakeholders, develop Sanitation related M&E tools.
• Review achievement of sanitation goals.
• Develop and coordinate all sanitation supervision schedules for the WSDF Regional Branch.

Duties and Responsibilities:

Reports to: Community Development Specialist

Duties and responsibilities:
• Carry out training and advocacy at community level on hygiene and sanitation matters.
• Coordinate the preparation for community inception meetings.
• Prepare and carrying out sensitization programmes to stakeholders at District level on utilization and
maintenance of water schemes and sanitation issues.
• Participate in mobilization of communities with a view of ensuring their involvement in and ownership

• Prepare drawings of major components of works to sufficient scale and described in sufficient detail to

• Prepare working drawings for submission, tender documentation and construction.
• Create bills of materials.
• Maintain proper record of scheme lay-out drawings, technical plans and as-built drawings.

Job Title: LINKAGE COORDINATOR TEST AND TREAT PROJECT- MASAKA
Reports To: Test and Treat Coordinator
Job Summary: He/she will ensure that all identified HIV positives access linkages of
patients into care and follow up for patients lost to care. The person will work closely with sub county focal persons and VHTs to ensure appropriate and timely linkage of clients to care facilities and track all those who will be lost to care.

Duties and responsibilities:
Provide technical assistance to the project team in implementation of demand creation for HCT and ART
Ensure all clients are linked to care and treatment facilities
Support training of lay cadres with regard to linkage to care and follow up
Work with sub county focal persons, to monitor and supervise activities of VHTs with regard to linkage and follow up.
Ensures that standard procedures are in place that ensure ethical issues with regard to follow up are adhered to.
Document all lessons and best practices with regard to linkages for replication to
other AHF-Uganda Cares sites and partners.

Qualification and Experience: Bachelors degree in social sciences, counselling or a
Registered Nursing Officer. He/She should have requisite training and experience as a
community /social worker or nurse in an HIV/AIDS service organization. Additional training in community mobilization, HIV and ART counselling are an added advantage.
Minimum of 3 years experience working in this position
Physical Demands: Must be able to ride a motorcycle.

Reports To: Test and Treat Coordinator
Job Summary: The laboratory technician will coordinate and ensure quality HCT and
other HIV related laboratory services are provided at all collaborating sites. He/She will also provide training on rapid testing methodologies and manage the logistics for test kits and other medical supplies required by the project.

Duties and responsibilities:
Participate in planning and overseeing support supervision activities for the laboratory function of project sites.
Oversee laboratory services and ensures standard and current practices for HCT and ART are in place for maintaining high quality of services and maximizing the use of all resources.
Ensures compliance and implementation of laboratory protocols for HCT and ART for all staff involved with the project.
Participate in the development and replication of laboratory protocols and practices for all participating health facilities.
Conduct quality control checks for HIV test kits, CD4 machines and all related project laboratory infrastructure.
Conduct quality assurance and control for all laboratory related project activities.
Spearhead inventory control management for all project laboratory supplies and reagents.

Summary: The job will entail coordinating all the activities related to counselling including training of service providers including lay providers on basic counselling skills, adherence counselling. In addition this person will monitor quality of counselling services offered by the various service providers.

Support training of counselors and lay cadres on HCT and ART.
Plan and undertake mentorship and support supervision of all counseling activities for project implementation sites.

Participates in designing and determining patient flow systems for HCT and ART at different sites to achieve maximum efficiency.

Supervisory Responsibilities: Will directly work with and supervise health centre staff, field testing teams as well as other CSO partners. Focus will be on cadres responsible for providing counseling of any nature on the project

Education and Experience: Bachelors Degree in Social Sciences or Nursing Officer with requisite training and experience as a counselor trainer and counselor. Possession of a certificate in HIV prevention and ART counselling. Minimum of 3-5 years experience or more in a similar position.

Skills: Should have good written, oral and interpersonal communication skills of both English and luganda. Ability to express oneself in the other locally usable languages is an added advantage.
