Various Jobs at Ministry of Water and Environment- Government Jobs in Uganda

Applications are invited from suitably qualified Ugandans to fill the following posts now available in the Water and Sanitation Development Facility Component (WSDF) of the Ministry of Water and Environment. The WSDF component has regional branches in South Western Uganda (Mbarara), Northern Uganda (Lira), Eastern Uganda (Mbale) and Central Uganda (Wakiso).
Preferred Skills:

Appointments will be on a two-year contract term subject to renewal upon satisfactory performance. Candidates may be posted to any of the Regional offices and will be required to frequently carry-out field trips in the area of coverage.

Project Background:
The Water and Sanitation Development Facility (WSDF) is a funding mechanism of the Ministry of Water and Environment for water and sanitation investments at community level. The activities implemented under the Water and Sanitation Development Facility Programme include water supply infrastructure development (new investment, rehabilitation, and major extensions), a comprehensive software and sanitation promotion programme in small towns and rural growth centres.

1.0 MONITORING AND EVALUATION SPECIALIST (01 Vacancy)

Reports to: Regional Branch Manager

Duties and Responsibilities:
• To review, customize and ensure application of the Programme M&E indicators.
• Participate in preparation of Terms of Reference (ToRs) for technical consultants and contractors.
• Develop and coordinate all M&E schedules to be implemented by stakeholders handling the monitoring function.
• Conduct periodic Monitoring and Evaluation and develop M&E reports highlighting progress of implementation and recommending key areas requiring redress.
• Carryout any other duties assigned by the Regional Branch Manager.

Minimum Qualifications:
• Should have a Degree in Economics, Socio-Sciences, Statistics, Development Studies or related field from a recognized University.
• Possession of Post Graduate qualification in Project Monitoring and Evaluation/Project Planning and
Management is a must.

Experience: At least five years experience in a related field. Experience in a water related field will be added advantage.

2.0 ENVIRONMENTAL SANITATION SPECIALIST (01 Vacancy)

Reports to: Regional Branch Manager

Duties and Responsibilities:

• Evaluate the environmental sanitation situation in the target RGCs at the time of application identify
the necessary interventions to improve the situation and carry out follow up surveys.
• Participate in preparation of ToRs and RFPs to guide designers and implementers on environmental
sanitation activities required.
• Review the EIA and EMP developed by the Design Engineer and make recommendations on mitigation
measures for the facilities during construction and operation of the facilities.
• Together with key stakeholders, develop Sanitation related M&E tools.
• Review achievement of sanitation goals.
• Develop and coordinate all sanitation supervision schedules for the WSDF Regional Branch.
• Support the ST/RGC in designing, implementing and safeguarding catchment protection measures, waste water disposal measures and mitigation plans during implementation.
• Prepare evaluation reports highlighting progress in the implementation of sanitation activities and
recommending areas requiring redress.
• Carryout any other duties assigned by the Regional Branch Manager.

Minimum Qualifications:
• Should have a Bachelors Degree in Environmental Health Science/ Public Health related field from a
recognized University/Institution.
• Possession of a Post Graduate qualification in Environmental Health/Water related field is a must.
Experience: At least five years experience in a related Field.

3.0 ADMINISTRATOR (01 Vacancy)

Reports to: Regional Branch Manager

Duties and Responsibilities:
• Handle public relation matters for the WSDF Branch
• Maintain and update asset registers and asset maintenance in accordance with GoU laws and regulations
• Administration of vehicles and asset use
• Collaborate with the Head Human Resources in the Ministry to handle personnel matters including
identifying capacity needs and recommending relevant training.
• Ensure that the Facility Branch complies with all Government Statutory regulations.
• Organizing staff meetings
• Assist in preparation of presentations and reports using MS Word, Excel and PowerPoint.
• Maintaining office equipment, making travel arrangements, monitoring stationery.
• Carry-out any other duties assigned by the Regional Branch Manager.

Minimum Qualifications:
• Should have a Bachelors Degree in Administration, Social-Sciences or a related field from a recognized
University/Institution.
• Possession of a relevant post graduate qualification is must.

Experience and competences:
• At least three years experience in a related field.
• Demonstrated skill in MS packages.
• Ability to work as part of a team, take initiative and excellent command of English in written and verbal communications.

4.0 PROJECT ENGINEER (03 Vacancies)

Reports to: Engineering Specialist

Duties and Responsibilities:
• Maintain water resources data and developments in the region.
• Participate in preparation of ToRs for technical consultants and contractors.
• Review technical plans and reports, O&M arrangements.
• Supervise consultants and contractors.
• Spot check validity of technical (water and sanitation) issues in consultants’ reports.
• Participate in preparation of monthly/quarterly/ annual technical reports.
• Participate in Preparation of monthly/quarterly/ annual technical work plans.
• Assist in Monitoring of project progress.
• Carryout any other duties assigned by the Regional Branch Manager.

Minimum Qualifications:
• Should have a BSc. Degree in Civil Engineering/ Water Engineering from a recognized University.
• Possession of an added qualification in Water related field will be an added advantage.

Experience: At least two years experience in a related Field.

5.0 SOCIOLOGIST (1 Vacancy)

Reports to: Community Development Specialist

Duties and responsibilities:
• Carry out training and advocacy at community level on hygiene and sanitation matters.
• Coordinate the preparation for community inception meetings.
• Prepare and carrying out sensitization programmes to stakeholders at District level on utilization and
maintenance of water schemes and sanitation issues.
• Participate in mobilization of communities with a view of ensuring their involvement in and ownership
of water schemes being developed.
• Participate in preparation of monthly and quarterly work plans and performance reports thereof for the
management’s consideration.
• Ensure the integration of gender issues during the project implementation and management.
• Collaborate with NGOs and other actors in the region to ensure efficiency and effectiveness in
allocation of resources during the project implementation.
• Perform any other duties as may be assigned by the supervisor.

Minimum Qualifications: A Bachelor of Arts Degree, with Sociology as a one of the major subjects, from a
recognized University/ Institution.

Experience:
• At least two years as sociologist in water related field.
• Knowledge and experience in gender analysis will be an added advantage.

6.0 SURVEYOR (02 Vacancy)

Reports to: Engineering Specialist

Duties and Responsibilities:
• Prepare detailed topographical surveys for installation sites and routes of pipelines.
• Maintain survey data and developments in the region.
• Spot check validity of technical (water and sanitation) issues in consultants’ reports.
• Review technical plans and reports.
• Prepare monthly/quarterly/annual technical reports.
• Prepare monthly/quarterly/annual technical work plans.
• Participate in other project activities including attending various sector related meetings,
workshops, seminars, reviews and functions.
• Perform any other duties assigned by the Regional Branch Manager or immediate supervisor.

Minimum Qualifications: Should possess a degree in Surveying from a recognized university/Institution.
Experience: Should have worked for at least two years in a related field.

7.0 ENGINEERING ASSISTANTS (06 Vacancies)

Reports to: Project Engineer

Duties and Responsibilities:
• Assist to maintain water resources data and developments in the region.
• Participate in preparation of ToRs for technical consultants and contractors.
• Assist in supervision of consultants and contractors.
• Spot check validity of technical (water and sanitation) issues in consultants’ reports.
• Participate in preparation of monthly/quarterly/ annual technical reports.
• Participate in Preparation of monthly/quarterly/ annual technical work plans.
• Assist in monitoring of project progress.
• Carry-out any other duties assigned by the Regional Branch Manager or immediate supervisor.

Minimum Qualifications:
• Should have a Diploma in Civil Engineering/Water Engineering or related field from a recognized
University/Institution.
• Possession of an added qualification in Water related field will be an added advantage.
Experience: At least two years experience in a related Field.

8.0 DRAUGHTS ASSISTANT (01 Vacancy)

Reports to: Surveyor

Duties and Responsibilities:
• Prepare drawings of major components of works to sufficient scale and described in sufficient detail to
permit quantity take off and preparation of cost estimates.
• Prepare working drawings for submission, tender documentation and construction.
• Create bills of materials.
• Maintain proper record of scheme lay-out drawings, technical plans and as-built drawings.
• Maintain site standards.
• Review technical plans and drawings (both technical nd quality checks).
• Maintain the requisite standards (both technical and quality) of the drawings produced by the
engineering department.
• Spot check validity of technical (water and sanitation) issues in consultants’ reports.
• Assist in implementation of projects from design, documentation to construction and completion.
• Liaise as required with sub-contractors and engineers.
• Participate in other project activities including attending various sector related meetings, workshops, seminars, reviews and functions.
• Carryout any other duties assigned by the Regional Branch Manager or immediate supervisor.

Minimum Qualifications:
• Should possess a minimum of a Diploma in Architecture/ Building Drafting (Architecture) from a
recognized Institution/ University.
• Proficiency in the use of appropriate computer software for preparation of technical drawings/
designs/presentations e.g. AutoCAD, Arch CAD etc.
• Should be familiar with local authorities’ requirements.

Experience: Should have worked for at least three years in a related field.

9.0 ACCOUNTS ASSISTANT (02 Vacancies)

Reports to: Accountant

Duties and Responsibilities:

• Preparing books of accounts for purposes accountability.
• Maintains contract ledger for various contract ledger for various contract works.
• Carries out bank reconciliation.
• Produces financial reports.
• Processing payment document.
• Maintains cash book.
• Making authorized petty cash payments.
• Banking and withdrawal of funds.
• Filling of accounting records.
• Reports to the Branch Accountant.

Minimum Qualifications: Diploma in Accounting from a recognized University/ Institution. Professional
qualification (Level II) will be an added advantage.

Experience:
• At least two years as an accounts assistant.
• Knowledge and experience in local and central
government accounting procedures will be added
advantage.

10.0 STORES ASSISTANT (03 Vacancies)

Reports to: Administrator

Duties and Responsibilities:
• To Receive and record invoices and supplies
• To check and verify invoices and issue notes
• To ensure proper storage of stores
• To supervise vehicles loading and offloading
• To take stock of stores
• To record damaged, obsolete and expired stores
• To maintain stores records
• To issue store in accordance with the established procedures
• To control and maintain inventory levels
• To Use computer to input and retrieve data
• To follow up on orders to ensure that materials are delivered on promised dates

Minimum Qualifications: Should possess Uganda Certificate of Education with a least 5 passes including
credits in Mathematics and English. Should have a certificate in Stores Management.

Experience
• At least one year as a stores assistant.
• Demonstrated customer services attitude and experience with computer data entry.
