    Credit control & Management.
    Ensure Targets set are achieved & present to the Board monthly on the future prospects.
    Experience in proposal writing and report writing.
    Vast knowledge of local market.
    Management of Export processes (Asycuda System) & ensure regulatory compliance.
    Any task that may be assigned by the Executive Body.

Qualifications:

• Bachelors in Business Administration – Marketing.

• Strong qualifications in Marketing.

• Knowledge in Finance a plus.

 The American Embassy is seeking 2 individuals for the position of FSN Security Investigators.  Positions are temporary not to exceed one year.

BASIC FUNCTION OF POSITION
Position reports to the RSO and three ARSOs through the Chief Security Investigator (C/FSNI) and performs all Regional Security Office responsibilities delegated to Post's Foreign Service National Investigator's (FSNI) Program. Carries out liaison functions with working level GOU Officials, and using all available information provides security advice to C/FSNI or RSO.  Conducts LES and contractor background investigations, investigations related to terrorism, criminal activity, suitability and other issues in support of both DS and other USG law enforcement and security agencies.  Assists in the coordination of VIP protection operations for assigned visits including liaison activities with all GOU security elements during VIP visits such as POTUS and CODELS.

REQUIRED QUALIFICATIONS
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1.  Education required:  Completion of secondary school (both O and A' level) is required.
2.  Work Experience:  Three years progressively responsible experience in law enforcement, investigation or surveillance with military or police organisations with a leaning towards management principles is required.
3.   Language Requirement:  Level III (Good working knowledge) spoken and written English ability and knowledge of at least two local languages is required.
4.   Knowledge:   Must be familiar with GOU security service structure, ability to develop and maintain close relationships with working level officers within the GOU security services.  Must also be familiar with host government criminal and civil procedures, judicial systems, as well as, customs and culture.  Must be familiar with basic physical and procedural security concepts.   Must be familiar with local traffic laws and area traffic patterns.
5.  Skills:  Must possess excellent judgment, decisiveness, honesty, trustworthiness, flexibility and persistence   Must have strong interpersonal and communication skills and have the ability to work long hours under high stress conditions.  Must be resourceful, possess initiative and know how to solve, independently, many complex problems involving several different entities simultaneously.   Familiar with or have the capacity to learn investigative procedures/applications and proficient in use of personal computer, must have valid local driver's license and must qualify to carry and use a firearm and maintain proficiency are required.

SELECTION PROCESS
After an initial application screening, applicants will be invited for oral interviews.  The selected candidate must pass pre-employment security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.

Project/Proposal Summary:
USAID/Uganda's 2012-2017 Learning Contract is intended to enable USAID/Uganda to become a more adaptive, modern and effective development enterprise. This five-year program will help to achieve that goal by broadly strengthening USAID/Uganda's monitoring and evaluation (M&E) capacities.

Position Summary: There are three Senior Monitoring and Evaluation Specialist positions. The M&E Specialists are responsible for working with the Chief of Party towards the achievement of the project Performance Management Plan (PMP). The three Senior M&E Specialists will oversee the day-to-day implementation of the project's M&E work, each focusing on particular programs corresponding to one of three Development Objectives. The three development objectives are: (1) Economic Growth from Agriculture and the Natural Resource Base; (2) Democracy and Governance Systems Strengthened and Made More Accountable; and, (3) Improved Health and Nutrition Status. M&E duties for a "Special Objective" that focuses on improving infrastructure, livelihoods and peace and security in the Karamoja region will be shared between the Democracy and Economic Growth M&E Specialists. The positions will be based in Kampala, with frequent travel required around Uganda.

Responsibilities:

    Serve as the resident experts in monitoring and evaluation for USAID/Uganda;
    Lead and manage the M&E team throughout the country;
    Provide technical leadership for the project component dealing with M&E, including: o Develop statistical tools for baseline, mid- and final-term data collection; o Assist USAID offices and project implementing partners to prepare high-quality Performance Management Plans (PMPs); o Local capacity development in monitoring and evaluation, including data collection of key indicators; o Develop and implement a Clearinghouse for monitoring and evaluation; and o Conduct performance evaluations and report results per the USAID 2011 Evaluation Policy.
    Produce M&E technical reports for the Mission and MSI;
    Determine project M&E technical assistance needs and recruit short-term technical assistance.
    Routinely interact with senior USAID officials, other USG officials associated with Feed the Future, Global Health (PEPFAR and PMI) and Global Climate Change initiatives in Uganda, other donor partner representatives, and senior Government of Uganda (GoU) officials.

    Qualifications:
    A minimum of eight (8) years of relevant work experience required, including: o Field and technical experience evaluating rural development, nutrition, or environmental programs; o Demonstrated abilities in program/project results monitoring and reporting; o Field survey design and implementation experience.
    The ability to develop relationships with technical level public officials and civil society partners in carrying out impact evaluations.
    Master degree or equivalent in related field, Ph.D. preferred.
