* Key Responsibilities

Under the guidance of the supervisor, the post holder will be responsible for the following;

* In collaboration with UNICEF and government programme officers, design and manage/facilitate the implementation of data based communication strategies and plans of action aiming at: (1) behaviour change at individual/household levels; (2) social mobilization of civil society organizations; and (3) increased community participation in EPI and polio eradication programmes.

* Monitor, evaluate and report on EPI and polio eradication activities through country specific and globally established reporting / tracking mechanisms. Disseminate reports and communication research findings to UNICEF regional offices and HQ, ensure exchanges of experience and new methods to government officials, EPI and polio eradication programme staff and other UNICEF partners.

* In collaboration with partners, organize/manage the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient programme delivery and behaviour change.

* Develop partnerships with various religious groups , traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.

* Develop training materials and activities to build capacity in participatory and behaviour communication at various government levels, in support of programme sustainability.

* Provide technical support to government counterparts in the development and appropriate use of communication for social development , aimed at both individual behaviour change and collective action. 5. Qualifications:

Education: Advanced university degree in the Social Sciences , Sociology, Anthropology, Psychology, Health Education with emphasis on participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions.

Work Experience: Five years of progressively responsible and relevant professional work experience in the planning and management of social development programmes, including two years in developing countries , with practical experience in the adaptation and application of communication planning processes to specific programmes.

Fluency in English

Competencies
* Knowledge of current developments the fields of communication theory, motivational psychology, adult learning theory, indigenous media, community organization and participation.
* Training in strategic communication planning, behavior analysis, formative research and evaluation of communication interventions.
* Proven skills in communication, networking, advocacy and negotiations.
* Ability to organize and implement training, including development of curricula and methodologies.
* Ability to express clearly and concisely ideas and concepts in written and oral form.

POSITION DESCRIPTION: The Senior Technical Advisor, Community Based Health Services will ensure implementation of best practices and achievement of strategic objectives for community based health programming, with demonstrated experience in the following technical areas:

* Health program implementation and integration (i.e. SRH, HIV, PMTCT, MNCH, Malaria, Nutrition, TB, etc)
* Community-based health services including family planning
* OVC
* Health systems strengthening
* Community based mobilization and advocacy
* Behavior change communication
* Operations research and dissemination
* Public-private partnerships

The post holder is expected to provide technical support to project staff and will oversee the design and implementation of a set of community-based activities working with the project areas, both at community and health facility level and national level stakeholders. The post holder will ensure quality implementation of activities, coordinate closely with consortium partners and synthesize, document and share best practices and lessons learned with partners at all levels.

DESIRED QUALIFICATIONS: - Minimum of a Master degree in Public Health, Health Services Management, or related field; PhD or MD preferred. - Minimum 10 years experience managing community based health programs, preferably FP, OVC, MNCH, Nutrition and/or SRH. - Technical knowledge and experience in SRH and family planning; demonstrated ability to provide technical support to project implementation teams. - Past experience working on a consortium-led program preferred. - Comprehensive understanding and experience in the application of SRH best practices to community-based health programs, and local partner capacity-building. - Experience managing USAID-funded projects. - Demonstrated ability to produce high-quality written documents, including reports to senior management, donors, partners, and project stakeholders. - Familiarity with the Uganda health infrastructure, especially that of Northern Region. - Excellent written and oral communication skills, including public speaking abilities. - Ability to think strategically and critically, and devise innovative solutions to meet project targets and address gaps/challenges. - Ability to manage tasks, work on teams, meet deadlines, and accomplish objectives with limited onsite supervision. - Fluency in English (written & spoken); proficiency in local language an advantage. - Position is based in Gulu, Northern Uganda. - Ugandan National preferred.

Background Information – Coordinated Response to Human Trafficking in Uganda

The project entitled, "Coordinated Response to Human Trafficking in Uganda" ("CRTU") aims to bring about a coordinated response to human trafficking in Uganda with a predominant focus on so-called "Karamojong Street Children". Extant knowledge of push factors primarily from the Bakora region of Karamoja include relative disarmament of the region compared to surrounding neighbours, local-level conflict and insecurity, in particular cattle raiding, as well as underlying poverty and food insecurity.

The project outlines a humane and orderly reception and case management approach based in Kampala working with an existing civil society actor along with on-the-job training and direct set-up assistance for the Ministry of Internal Affairs' "Office for the Prevention of Trafficking in Persons". Based on IOM's regional and worldwide expertise in counter-trafficking and case management, individual cases will handled directly from reception, through to return home, and socio-economic reintegration assistance. The data gathered throughout these processes will be used in order to incrementally build a detailed profile of human trafficking in Uganda with a view to more targeted programming and referral to investigative authorities for surveillance, detection, and prosecution.

In the second year of the programme an emphasis on communities of return and evidence-based approaches to addressing the drivers and causes of human trafficking will be embarked upon. Through iterative assessment in the field, reinforced by case management of client information, the CRTU will design and implement Uganda's first ever Victims of Trafficking Database. This database will be the focal point for IOM's cooperation with MoIA's Office for the Prevention of Trafficking in Persons both in Kampala and with other stakeholders in the field through the establishment of working joint monitoring hubs in Karamoja.

General Functions:

Under the direct supervision of the Project Officer and in close coordination with the Lead Researcher and Counter-trafficking Project Officer, and under the overall guidance of the Chief of Mission, the Qualitative Researcher will contribute to developing a clear understanding of factors contributing to human trafficking in source communities and transit centers by using qualitative data collection and analysis techniques. Such a function involves the training of study staff to conduct qualitative research, the conducting of interviews by the qualitative researcher, transcribing, coding, and analysis/reporting of qualitative data as described below.

The candidate will undertake the following tasks:

* Contribute to the design of qualitative studies including semi-structured interviews, key informant interviews, and focus groups in communities to provide a greater context for understanding push and pull factors leading to the outmigration of Karamojong children to urban centers.
* Conduct semi-structured interviews and key informant interviews as part of the data collection process
* Design a qualitative component in a household sample survey in order to assess push factors contributing to the outmigration of Karamojong children to urban centers.
* Analysis of qualitative data collected by caseworkers by means of consultation with clients.
* Using the methodologies above, conduct an analysis of social and community networks related to the transportation, recruitment, and harboring of Karamojong children for the purposes of exploitation in order to facilitate the proactive deterrence programs undertaken by the IOM CRTU.
* Assist with the identification of individuals, based on the social network analysis, who may be involved in the trafficking of children to further elucidate incentives for trafficking and trafficking routes and processes.
* Conduct a secondary analysis of victim-centered interview data from screening and consultations in order to develop a comprehensive understanding of clients' experiences of trafficking and reintegration.

Expected outputs:

* A preliminary qualitative report based on key informant interviews and focus groups on push and pull factors for outmigration to urban centers and a description of transit routes, deliverable by May 2012.
* A further substantive report on the role of community and social networks as well as household decision making responsible for outmigration to urban centers from Karamoja deliverable by mid-June 2012.
* An analysis of factors, by means of case-based data, contributing to the successful or unsuccessful reintegration of children returned to Karamoja and the contribution of program inputs deliverable by the contract's end.
* Ongoing training of the Data Analysis Unit on designing, conducting, coding, and analyzing qualitative data in the context of human trafficking.

Qualifications/Requirements:

* University degree in the social sciences, Human Rights, Law, International Development, Anthropology, Sociology and/or a relevant field
* Previous experience in qualitative data collection, management, and analysis
* Experience working in a team environment
* Proficiency with MSWord and MSPowerPoint
* Proven report writing experience using quantitative data analyses to develop comprehensive contextual analyses; and
* Ability to travel and work in challenging environments.
* Written and spoken fluency in English and Ngakarimojong essential.
