This position is aimed at providing assistance and support to American Peace Corps Volunteers for them to be effective, safe and secure.

Key Responsibilities:
• Maintains Peace Corps systems and further develops new systems to respond, track  all Volunteer needs for safe and secure living, working and traveling,
• Supports the program teams in new site and job development for Volunteers. This includes site identification, housing follow-up and verification, and assessment of safety and security concerns.

Background

Duties and Responsibilities

    Provide substantive backstopping to the Resident Coordinator in stakeholder consultations, including convening donor meetings and high-level dialogue with Government;
    Identify fora for dialogue between Government and partners to discuss and build common understanding on emerging challenges that pertain to the goals and objectives of Global Pulse;
    At the direction of the Resident Coordinator, represent Global Pulse to working groups and multilateral development partners;
    Provide liaison and feedback to Global Pulse on UN Country Team deliberations, UN Inter-Agency Task Forces and Working Groups;

Proper and timely UNICEF and Government accountability ensured regarding supply and non-supply assistance as well as disbursement of programme funds for the Programme component on VAC.
3.  Provide support for the strengthening the Child Protection Systems in Uganda , through the mapping of Child Protection  systems  as well as through the drafting of a Comprehensive Child Protection Strategy by the Government of Uganda.
4.  Monitor and guide UNICEF`s support for prevention and response to Gender Based Violence, and Psychosocial Support within GBV work, ensuring effective partnerships with UNFPA and UNICEF`s accountability within GBV sub cluster.
4.  Provide technical leadership and ensure effective coordination with strategic partners on Child Protection, including UN agencies with whom UN Joint Programmes are implemented, donors, parliamentarians in Uganda. Engage with UNICEF regional and HQs offices as appropriate and necessary.

Qualifications of Successful Candidate
-  The incumbent must have a good understanding of the political situation, the situation of children affected by violence and conflict and the nature and complexity of the post- conflict in Uganda. In particular, s/he must have a good understanding of child protection issues and the protection of children in situations of post conflict (including release and reintegration of CAAFGS, hazardous child labor and all aspects of child abuse violence against children). The incumbent must exercise excellent political judgment and diplomatic skills as s/he will be dealing with a number of highly sensitive issues.
-  Advanced University Degree in Social Sciences preferably in Anthropology, Social Development, Social Work or other related field.
-  Five years of relevant work experience in child protection, including international work experience for IP or field work experience for NO Background/familiarity with Emergency.
Fluency in English and a second UN language.

Job Title: Regional Logistics Officer

Background:
Malaria Consortium is an international organisation working primarily in Africa and Asia on communicable disease control. Malaria Consortium works closely with Ministries of Health (MoH) and partners and is involved in all aspects of malaria control, from policy and strategy development to implementation, monitoring, evaluation and research. Malaria Consortium also works on tuberculosis control and other communicable diseases, including neglected tropical diseases. Malaria Consortium provides comprehensive technical services and ensures its Programmes have high level technical oversight. Its approach is to support national systems wherever possible and to improve programmes through rigorous monitoring, evaluation and operational research. The Malaria Consortium’s head office is in London, UK and the Africa Regional Office is in Kampala, Uganda. There are several country offices in Africa and a regional office in Thailand.



Job Purpose:
The Regional Logistics Officer is part of the Malaria Consortium Operations department at regional level and provides support to the Africa regional officeand country logistics staff in a wide range of logistics processes including;

• Procurement policy implementation, training and follow up

• Warehousing and storage policy implementation, training and follow up

The Regional Logistics Officer will work with the Africa Operations Manager and logistics staff across the region to ensure that logistics systems are in place and followed and that reporting processes are adequate.He/she will also ensure high quality of support to the well-functioning of the Africa Regional office.

Key Accountabilities:

Procurement and Logistics
• Support the delivery of a high quality, timely, transparent and accountable procurement through a standard procurement tracking system.
• Carry out procurement for the Africa regional office and for projects supported at regional level
• Be the focal person between Malaria Consortium and the appointed procurement agent by ensuring the right goods are purchased, through the right channel, delivered at the right place and at the right time.
• Support the review of, and ensure compliance with, Malaria Consortium operations and logistics systems including manuals and purchase order processes and filing
• Assist country offices to establish authorised and contracted vendors and maintain a reliable database of price list for different categories of works, supplies and suppliers
• Support country offices to maximise compliance with procurement and logistical donor compliance

Fleet Management
• Support country logistics staff to ensure that vehicle transportation needs are met in a safe manner with well-maintained and insured vehicles driven by trained and disciplined drivers
• Ensure that vehicle maintenance schedules are monitored and maintained through monthly tracking from each country programme.
• Ensure that mileage and fuel use is actively monitored and correctly reported to finance for donor reporting and management information through monthly tracking from country programmes.

Warehouse Management
• Provide advice and training to support teams to ensure that all stocks are well received, stored and dispatched with good record keeping in line with Malaria Consortium’s warehouse policy
• Ensure regular stock counts are carried out in all countries through monthly stock reports from country programmes.
• Travel to country programmes to assist with stock reconciliation and quality control when there is a need.

Asset Management
• Support the implementation of the asset manual in country offices and provide training to staff as required
• Ensure asset checks and reports are consistently and accurately submitted by country offices through a quarterly tracking report form country programmes.
• During country visits perform a check of the assets register and the asset registering process to ensure that assets are recorded, the asset register is up to date, and that assets are well maintained and stored.

Office support
• In Kampala, support the logistical and office running activities of the regional office in coordination with the country office operations team.
• Support the regional admin officer in conference, meeting and or other official events preparation when requested.
• Assist the Africa Operations Manager in compiling and producing qualitative logistics reports including Procurement Tracking, Stock, Vehicle fuel consumption and usage tracking on a monthly basis.


PERSON SPECIFICATIONS
Qualifications and experience:

Essential
• A degree or high level of education in a relevant field: Supply Chain, Logistics, Procurement, Administration
• At least three years logistics experience with an International NGO or similar organisation
• Experience in international procurement and good knowledge of key commodities and suppliers

BASIC FUNCTION OF POSITION

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education required: Completion of a bachelor's degree in economics, commerce, finance, mathematics, statistics, accounting, business studies or business administration is required.
2. Work Experience required: Four years progressive experience in  a major public or  private financial institution  with responsibilities that include research and analysis of debt management, banking  or finance issues; scheduling and coordination of public contact activities (meetings seminars, training and conferences); and demonstrated proficiency in verbal, written communication and presentation skills of complex detailed financial information material.  One additional year of experience working with government officials, management and staff within the MFPED, the Bank of Uganda (BOU), and/or local offices of the international finance community (World Bank, ADB, IMF, USAID, EU) and/or commercial banks is also required.
3. Language required:  Level IV English ability (fluent written, spoken and reading) and level III ability in any two of the following languages is required; Luganda, Lusoga, Kiswahili, Lunyankole, Acholi, and Alur/Acholi.
4.  Knowledge required:  Understanding of lending and investment concepts related to the banking or financial sector is required. Must have knowledge in contracting, law and policy related to debt and lending.  Ability to comprehend complex legal, technical, financial and economic documents. Must be conversant in finance and accounting principles including NPV, IRR and good working knowledge of legal and financial analysis processes.
5.  Skills and Abilities required:  Must have good analytical skills as well as proficiency in managing administrative procedures; Strong interpersonal skills with ability to work within structure of government agency; Incumbent must have excellent computer skills in MS Word, MS Excel, Microsoft Power Point, internet research, basic statistical software and MS Outlook is required. Ability to communicate effectively with all officials in US Treasury, MFPED and other international agencies is required.

The Centers for Diseases Control is seeking an individual for the position of Epidemiologist.

BASIC FUNCTION OF POSITION
The incumbent, under the supervision of the respective Team Lead in the Strategic Information Branch, CDC Global AIDS Program (GAP) Uganda, provides support to the President’s Emergency Plan for AIDS Relief (PEPFAR), contributing technical advice and guidance in the planning, implementation and monitoring of HIV/AIDS epidemiologic studies, operational research and targeted evaluation projects in Uganda.  The incumbent serves as CDC technical and scientific advisor to the Ugandan Government, providing leadership, technical guidance and scientific quality enhancement for CDC-supported HIV/AIDS epidemiologic, surveillance and related research operational studies in Uganda.  Assists in developing research study protocols, provides guidance in implementation of studies, monitors progress of research projects and provides oversight and technical assistance in analyzing study results.  Serves as a primary contributor to the planning, development, and review of operational research components of the annual Country Operational Plan (COP) for Uganda. The incumbent ensures collaboration among PEPFAR Uganda partners involved in HIV/AIDS operational research projects and activities and takes the lead in promoting use of internationally recognized best practices in support of research components of PEPFAR sponsored programs in Uganda.  Identifies training needs, coordinates training and conducts formal training sessions for partners involved in operational research studies.

QUALIFICATIONS REQUIRED
NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education required: Completion of a university degree in epidemiology, public health, medicine, behavioral or social science, statistics or health science is required.
2. Work Experience required: Five years of progressively responsible work experience in epidemiology and/or public health programs, including a minimum of 3 years experience in HIV/AIDS which includes analysis of epidemiologic data and/or research studies.  Past experience will demonstrate the incumbent’s ability to consult and collaborate effectively with all levels both within and outside the agency.
3. Language required:  Level IV English ability (fluent written, spoken and reading).
4.  Knowledge required:  The incumbent serves as a recognized regional expert on the epidemiology of HIV infection with a comprehensive knowledge of the methods, principles and techniques used in developing, implementing and analyzing results of epidemiological studies and projects.  The incumbent must have an in-depth understanding of the structure and functions of CDC GAP Uganda, including detailed knowledge of CDC’s role and function in support of the President’s Emergency Plan for AIDS Relief (PEPFAR) and intra-agency procedures for coordination with CDC Atlanta and the American Mission in Uganda.  The job holder must have a detailed and broad knowledge of the host country operational environment, including a working knowledge of the structure and operations of the MOH, the environment for health care delivery at the national, and district level in Uganda.
5.  Skills and Abilities required:  Skill in providing technical expertise and guidance in the development, implementation and evaluation of epidemiological studies and projects and the analysis of epidemiologic data and data collected from program results and operational studies.  Ability to develop effective working relationships with national and international working partners.  The incumbent will be expected to exercise considerable ingenuity in applying guidelines to unique and different settings.  As a representative for CDC GAP Uganda, the incumbent will also be expected to exercise considerable innovation during his/her attempts to influence other collaborative organizations engaged in HIV/AIDS prevention, care and treatment programs to adopt appropriate strategies for conducting epidemiological projects and studies.  Incumbent must have computer skills and the ability to use office software packages, including word processing, spreadsheets, and basic statistical software packages.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.   Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5.   Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
