PURPOSE OF POSITION:
The primary purpose of this position is to champion the strengthening of CCM programming and integration into existing CHW programming models within Africa , providing specific technical support and guidance, quality standards and health systems strengthening elements that accompany the CCM model. The main focus will be providing operational guidance to design, plan, implement, monitor and advocate for strengthening community health worker systems as a foundational approach in health and nutrition programming, with special emphasis on mainstreaming and scale up of CCM in WV operation areas.
The position will also support quality program monitoring and evaluation as well as the implementation of Operations Research linked to CCM. The position will focus on working collaboratively with the relevant WV national offices in addition to communicating with RO, GC, and with the CHW programming interest group. The position will support all national offices in East Africa with specific support to learning site ADPs in Uganda (up to 10%) and up to 30% need based support to SAR and WAR. The position requires significant travel (up to 30-40%) in the Africa region. The main purpose of this position is the development of the “how to” for CCM Implementation in Africa.
The position will report to the Regional Director of Health and HIV&AIDS based in Kenya with matrix reporting to the director of infectious diseases in the GC health and WASH team.

KEY RESPONSIBILITIES:
PROGRAM QUALITY AND STANDARDS
Coordinate technical assistance and capacity building targeting quality improvement in CHW and CCM programming including mainstreaming, scaling up and integration.
Work with Global CHW Programming Advisor to provide advice and guidance on emerging and strategic issues such as scaling up appropriate, evidence based best practices
Foster organizational learning through regular sharing of best practices, presentations, technical exchange, networks and compilation of documents through CHW interest group and Health COP
Design Monitoring and Evaluation
Provide technical advice and direction to national offices in respect to community health workers and CCM program design, implementation and monitoring in the regions
Focused support in baseline/evaluation and outcome monitoring (LQAS) quality assurance to advice on measures which ensure effectiveness of programs in the ADPs
LEARNING AND RESEARCH
Recommend areas for operational research and support operational research activities
Build capacity of staff in national offices in designing and implementation of research projects to support evidence-based programming
Provide technical support to development, implementation and monitoring of operational research projects
Contribute to wider WV’s global research development and management processes, including research communication and systematic reviews
INTERNAL AND EXTERNAL RELATIONS
Collaborate with Global Center and NOs and contribute to development/adaptation of appropriate guidelines and training materials,
Create and maintain linkages with key implementing and research partners within and outside the regions ( MoH, Universities, Research Institutes, UN organizations, WHO, INGOs etc) for joint projects and to keep abreast of latest developments
STRATEGIC PROGRAMMING
Provide technical support for regional and national office health strategy development/revisions and ensure alignment with WV global and regional strategies.
Develop and update a registry of community health and CCM specialists or utilize GTRN database (once available) who have received training in various project models and develop and implement a plan to mentor those trained and to assist them with select national level technical support as a way to reinforce and further build their capacity.
Work with NOs, SOs and other regional stakeholders, to explore and pursue multilateral and bilateral and private funding opportunities and to provide technical support to specific grants as requested.
Participate in the global Health, HIV&AIDS and WASH network and other initiatives in the region, contributing to WV’s community of practice.
Represent the community health and CCM perspective in strategic meetings where appropriate. Liaises and networks with relevant regional partners, stakeholders, and institutions.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
A Masters degree in Public health or other relevant social science field
Must have at least 5 years field experience in community health programs and community case management of common childhood illnesses
Proven training skills, and two years in a managerial or coordinator role with responsibilities for strategic planning, advocacy, and higher level networking.
Must be able to negotiate ideas within and outside the World Vision partnership, particularly with donor communities.
A mature Christian, who's willing to serve in very difficult conditions
Work environment: Office-based with frequent travel to program countries
Travel: 30% Domestic/international travel is required.
