The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army in the north of the country. Today, during this time of transition and recovery, the IRC is reshaping its interventions towards post-conflict development as tens of thousands of people in the north who were displaced by violence have returned home. At the same time, in the east in Karamoja - one of the poorest and least developed areas in Uganda - the IRC works with communities affected by inter- and intra-clan violence to promote peace and improve access to services. Interventions in Karamoja require a sophisticated understanding of the context and must be tailored to meet complex needs. In Uganda, the IRC carries out programs in Health, Governance/Peace-building, Child and Youth Protection and Development and Economic Recovery and Development.

Scope of the position:

The Deputy Director - Programs is responsible for the strategic development and oversight of IRC's program activities in Uganda. Working under the supervision of the Country Director, s/he is expected to lead in planning, developing, implementing, monitoring and evaluating the IRC's program initiatives while ensuring that they protect and empower women. S/he will directly supervise five Technical Sector Coordinators and the Senior Program Coordinator, who is responsible for administrative grant compliance. The incumbent will be expected to travel to field sites no less than 30% of the time.

Responsibilities:

* Provide leadership to business development efforts in Uganda, including conceptualizing new projects, ensuring technical review, developing project documents and meeting with donors;
* Ensure that programming is designed, managed and implemented according to pre-established work plans and that program decisions are based on reliable and accurate data;
* Develop the professional capacity of program staff and improve their gender balance;
* Coordinate internal and external stakeholders and represent the IRC at external meetings.

Requirements:

* Masters degree in Development, Social Work, Public Health or other relevant discipline;
* At least five years of international program management experience, with at least two years in post-conflict settings;
* Experience in supervising expatriate and national staff with a strong commitment to staff capacity development;
* Skills in project conceptualization and design and successful fundraising experience with European and USG donors;
* Knowledge of donor policies and regulations, including USAID, EuropeAid, ECHO and UN agencies;
* Excellent written and verbal skills in the English language.

Specific Security Situation :

The security situation in Kampala and northern Uganda is calm with petty street crime being the most significant threat. In Karamoja there are isolated security threats related to inter-clan conflicts.
