Job Title: Manager for Technical Monitoring

Job Description


The Uganda Communications Commission (UCC) is the regulator of the communications sector in Uganda. It was established by the Uganda Communications Act (Cap 106 Laws of Uganda). UCC is inviting applications from suitably qualified candidates to fill the following positions in her directorates:

RURAL COMMUNICATIONS AND DEVELOPMENT FUND (RCDF)

Reports to: Director for RCDF

Job Role: This is a vacant position where the job holder will monitor RCDF projects and develop procedures for implementation of the RCDF projects in line with departmental mission.

Key Result Areas:

Carry out technical audit of projects’ hardware, software and content to ascertain their compliance with the defined technical specifications in accordance to departmental mission;
Develop technical specifications for RCDF projects in accordance to departmental mission;
Carry out monitoring of the quality of service in accordance with defined standards;
Develop and implement a framework for technical monitoring of RCDF projects in accordance to departmental mission;
Identify technologies that can be harnessed to improve rural communications in accordance to departmental mission;
Carry out Fund impact assessment activities as necessary in accordance to departmental mission; and
Prepare technical reports in line with the unit’s reporting requirements.

Qualifications, knowledge and experience

The candidate must possess the following:

Masters Degree in Telecommunications Engineering or a related field. A Bachelors Degree in a field related to Computer or Telecommunications Engineering;
Additional qualification in Project Management and impact assessment techniques is an added advantage;
At least five (5) years experience in a similar position, three (3) of which should have been with rural ICT projects, and;
Good problem solving skills, strong written and verbal communication and interpersonal skills plus capacity to work as a team.
