Applications are invited from suitably qualified University Graduates to fill the following vacant posts currently available in the various Ministries/Departments as specified below. Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P.O. Box 7080, Kampala to be received not later than 22nd October 2010.

The application forms are obtainable from the Public Service Commission Office, 2nd Floor, Farmers, House, Parliament Avenue, Kampala, Ministry/Department Headquarters and District Service Commission Offices. Hand written applications are also acceptable. The advertisement can also be accessed from the Public Service Commission Website on www.psc.go.ug.

Applications should bear the title of the post as well as the Reference Number specified against the vacancy. Applicants should attach three sets of certified photocopies of their academic certificates and transcripts.

Applicants should attach three (3) recent certified passport size photographs and should apply for a maximum of only two (2) posts clearly indicating the first and second choice on the application form.

Officers already appointed in the Public Service shall not be considered.

POST : AGRICULTURAL INSPECTOR -BORDER POST
REF: HRM 1476/286/01 Vol. XI (13 VACANCIES)
SALARY SCALE: UGANDA GOVERNMENT SCALE U4
AGE : 21 YEARS AND ABOVE

MINIMUM QUALIFICATIONS:
Applicants should be Ugandans holding an Honours Bachelor’s Degree in Agriculture – (Crop Science Option) or Botany or Zoology or a related field from a recognized University/Institution.

He/she should possess the following competencies: team work skills, analytical skills, good communication skills, records and information management skills, information communication technology, planning, organizing and coordinating, ethics and integrity.

DUTIES:
The incumbent will be responsible to the Senior Agricultural Inspector (Agro-Ecological Zone) for performing the following duties:-

• Inspecting plants, plant products, and other regulated articles for pests and diseases
• Inspecting of seed for planting, agro-chemicals and other inputs passing through the border post and keeping a register for them
• Sensitizing importing and exporting communities along the border post about the dangers of importing diseased plants, plant products and pests into the country
• Treatment and supervising treatment of consignments that do not comply to national, regional or international standards
• Causing destruction and proper disposal of consignments that do not comply to national, regional and international standards
• Carrying out pest, disease and weed surveillance along the border and quick reporting of epidemic out breaks along the border post to the PAI Phytosanitary or the Department of Crop Protection.
• Participating in the monitoring and evaluation of pest control of cross border pest outbreaks
• Investigating to discover other developing entry and exit points for inclusion in the list of border controls
• Conducting sensitization of fellow border workers (UNBS, Customs, Immigration Police and others) of the same border to create synergies in border controls
• Any other duties as assigned to him/her by the supervisor
