Job Title: Human Resource Manager

 The Uganda Human Rights Commission, Uganda

The Uganda Human Rights Commission is an Institution established under the Provisions of Article 51 (1) of the Constitution of-the Republic of Uganda, its legal mandate, functions and Powers are also enshrined in the UHRC Act of 1997.

The Commission would like to strengthen its human resources capacity by recruiting dynamic and self motivated individual to complement its current staff in the implementation of its mandate as a national Human Rights institution.

Human Resource Manager (1 vacancy)

Ref No: UHRC/HQ /4/2012

Salary Scale: HR-OS-3 Age: 30- 45 years.

Reports to: Director, Finance and Administration

Main Purpose of the Job:

    To provide professional guidance and leadership and support to the Commission, UHRC Management in the execution of the functions of Human Resource Management.

Duties

    Evaluating the validity and impacting of the Human Resource Management policies and strategies in line with the UHRC Objectives, management decisions.
    Coordinating, implementing, managing and evaluating the UHRC staff wellness Policy and programs.
    Evaluating the validity and impacting of the Human Resource Management policies and strategies in line with the UHRC Objectives, management decisions.
    Coordinating, implementing, managing and evaluating the UHRC staff wellness Policy and programs.
    Coordinating the budget process for the annual HR activities in line with the Strategic Investment plan and the UHRC Financial Guidelines.
    Planning, developing guidelines and coordinating, and advising management in line with Organizations Growth Strategy
    Drawing work plans, coordinating, supervising and evaluating the implementation process of staff recruitments selection and placements in accordance with the UHRC Recruitment

Procedures.

    Coordinating periodic skills audit and generating analytical reports for UHRC staff in line with HR policy, HR Business plans, Strategic Plan & objectives.
    Developing, implementing and maintaining HR Records and Information System that enhances total integrity and security of UHRC staff Records/Information in line with best practice standards, and HR work plan,
    Planning, developing guidelines and coordinating organization performance monitoring system and advise management in line with organization’s growth strategy
    Evaluating the effectiveness and impacting of the organization’s development policies, structural reforms and other organizational change initiatives and advice Management.
    Coordinating, monitoring and evaluating the implementation of the performance management process and provide professional guidance.
    Planning and advising Commission on the organization’s structural change reforms; develop and coordinate strategies for the transition and assimilation of change in UHRC
    Supporting organizational change; define strategies for the formation and management of work teams and building a team based work culture.

Requirement:

    Applicants should be Ugandans holding an Honor's Bachelor's Degree in Human Resource Management or Organizational Psychology or Business Administration (Management Option) or Public Administration or Management or Arts or Social Science or any other course in the field of Human Resource Management/ Public Administration and Management or Social work and Social Administration plus Post Graduate Diploma in Human Resource Management.
    Master's Degree in Human Resource Management or Management or Organizational and Industrial Psychology respectively or related field is desirable [not a must].
    Membership to Human Resource Professionals Association(s) is desirable
    Applicants should have a minimum of 6 years working experience in Human Resource Management at least (2) to (3) of which should have been gained at Senior level or middle management level in Government or equivalent level of relevant working experience from a reputable organization.

    Strategic thinking and planning, setting up a team and developing subordinates, interpersonal relations,
    Integrity and confidentiality, ability to work and produce accurate results in an environment with multiple and challenging tasks, ability to meet timelines, handle multiple tasks simultaneously and computer literacy.
