TERMS OF SERVICE:
Contractual for five (5) years and renewable subject to satisfactory performance and through mutual consent.
MINIMUM QUALIFICATIONS:
Applicants must be Ugandans holding Honours Bachelors’ degree in Commerce, Business Administration, Public Administration or Social Sciences plus a Master’s degree in Business Administration, Accounting, Finance, Management
or Public Administration from a recognized University/Institution. Professional Accounting Qualification and membership of the Institute of Certified Public Accountants of Uganda (ICPAU) will be an added and distinct advantage.
WORKING EXPERIENCE:
Applicants should have high moral character and proven integrity, a thorough working knowledge of resource planning and management; administration; financial management regulations and practices.
Applicants should have a minimum of ten (10) years working experience in Public Sector or reputable private sector Organizations, three (3) of which should have been at the level of head of department or equivalent. The applicants should exhibit experience in policy development, team building and well developed interpersonal skills.
DUTIES:
The incumbent will be responsible to the Chief Operating Officer and will perform the following duties:
- Directing activities relating to financial management; planning and budgeting; information and communications technology; general administration and human resource management.
- Championing the development and implementation of resource plans (human, physical and financial) to meet the current and future needs of the OAG.
- Overseeing proper management and accountability of OAG resources including day to day supervision of activities.
- Coordinating timely preparation of reports and returns and ensuring that budgetary controls are in place and are operational.
- Championing the formulation and implementation of sound operating policies and manuals, procedures and systems that will ensure control, accountability and risk management in the OAG.
- Working in close liaison with all departments to enhance communication, foster partnerships and promote the OAG’s public image.
- Supporting the process of regular performance measurement, evaluation and appraisal of staff.
- Ensuring safekeeping of the OAG documents and in particular ensuring safe custody of all finance and accounting documents.
- Ensuring full compliance with statutory and regulatory procedures and requirements applicable to the OAG.
- Effectively promoting the positive public image and encouraging a productivity culture in the OAG.
- Overseeing the development and timely submission of financial and administrative reports for consideration by top management.
- Ensuring proper management, availability, distribution, efficient and effective utilization of the OAG’s resources.
- Ensuring adherence to Government Procurement and disposal of assets policies and regulations.
- Any other official duties that may be assigned by the supervisor.
