The Bantwana Initiative of World Education, Inc. is seeking a Monitoring and Evaluation (M&E) Specialist for an anticipated five-year, USAID-funded OVC project. The program is designed to improve services for vulnerable children by assisting community based organizations to provide comprehensive and integrated household-centered care for OVC in Uganda. Bantwana seeks candidates with strong experience and demonstrated commitment to improving services to OVC and their families, and to building effective partnerships with grassroots, district, and national level stakeholders to increase and improve services to Uganda s most vulnerable children. The M&E Specialist will be responsible for designing and developing programmatic M&E system and M&E tools that assess impact of activities and working with CBO implementing partners to develop and report on M&E indicators.
The Project will focus on areas including:
1) Improve the socio-economic status of OVC households with a comprehensive and family focused package for their survival, growth, development and participation in the community;
2) Promote and provide child protection and legal services to OVC and their households; and
3) Strengthen delivery of integrated, quality social services to the OVC and their households through com
RESPONSIBILITIES
Together with program staff, design a user friendly monitoring and evaluation system;
Direct operations research and evaluation to assess the impact of program activities;
Identify best practices, and provide recommendations;
Design documentation and dissemination plan;
Ensure that monitoring and reporting occur in a timely fashion;
Develop or adapt available M&E training materials for program and partner use;
Train and mentor CBO implementing partners in various aspects of M&E and assist them to use M&E systems to improve their programs;
Oversee, in collaboration with program staff, the development of additional standardized data collection tools;
Coordinate technical assistance to ensure adequate support in implementing M&E activities;
Analyze M&E data generated and support the management team.
QUALIFICATIONS
Advance degree with a minimum 5 years experience in international M&E projects, preferably including USG-funded projects;
Demonstrated applied skills in M&E methods and use of data for improving core project outcomes;
Demonstrated understanding of both qualitative and quantitative research methods;
Applied skills in designing and implementing M&E activities and formative or operations research for OVC or related programs in developing countries;
Proficiency in utilization of relevant software applications;
Ability to work in diverse settings with public, private and NGO sectors;
Ability to tailor data collection approach to local needs, interests, and capabilities;
Ability to convey M&E results to non-technical stakeholders and generate interest in the use of M&E data/results for programmatic improvements;
Demonstrated capacity to oversee development/implementation of work plans, reports and presentations;
Excellent interpersonal, teamwork, supervisory, and mentoring skills;
Strong writing and organizational skills;
Experience in Uganda;
Must be fluent in English.
Salary commensurate with experience.
