POSITION TITLE: Program Management Specialist (Health Systems Strengthening)
POSITION LOCATION: USAID, DO3 OFFICE
HOURS OF WORK: 40 hours per week
POSITION GRADE: FSN-10 (Ugshs. 58,213,135 to 83,870,107 p.a. inclusive of allowances).
USAID/Uganda is recruiting a qualified candidate to fill the position of Program Management Specialist (Health Systems Strengthening).
BASIC FUNCTION OF THE POSITION
Serves to provide expertise in programmatic and technical leadership on key components of USAID/Uganda’s Health Systems Strengthening portfolio, particularly human resources for health and/or health financing, including results based financing, using his/her thorough knowledge of the Uganda health systems.
REQUIRED QUALIFICATIONS
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: Master’s degree in Public Health, health economics or international development or the equivalent in a field related to the health systems strengthening, with a focus on either human resources for health or health financing.
2. Work Experience: A minimum of five (5) years of progressively responsible professional experience working in Uganda in health and HIV/AIDS field. Work experience should include at least 4 years of project planning, development and implementation of health systems strengthening interventions, and knowledge of working in a decentralized system. Prior work experience with government and donors is desirable.
3. Language Requirement: Must be fluent in English language.
4. Knowledge: Knowledge of Health and HIV/AIDS service delivery in the public and private sector in Uganda and in other sub-Saharan African countries. Knowledge of health systems strengthening, with a focus on human resources for health and/or health financing. Sound understanding of the key principles of health systems strengthening, sustainability and country ownership in Uganda.
The position requires: (1) Mastery of a wide range of methods for the assessment and improvement of health financing and human resources for health initiatives. (2) Skill to plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures. (3) Demonstrated understanding of Results based financing and human resources for health strategies.
5. Skills and Abilities: Ability to develop and maintain effective working-level and management-level contacts within health and HIV/AIDS service delivery activities of the government and NGOs; ability to work effectively within a team and interagency environments, ability to work in a decentralized system; ability to link research to policy and program implementation. Be able to train, mentor, and coordinate well with others. Must have excellent computer skills, including Word, Excel, database software, E-mail, and the internet. Demonstrated strong management skills, including financial management, administrative, and monitoring skills used to track the performance of implementing partners and activities; ability to present information, analyses, and recommendations in clear written and oral formats; and the ability to travel to regions and districts within Uganda. Strong interpersonal skills, and skill in the use of computer-based analytical programs.
