We seek qualified candidates for the position of Senior Literacy Evaluator in Kampala, Uganda.
Position Description:
Provide technical leadership and expertise to improve the quality of education in Uganda, with an emphasis on addressing early grade reading, and the production and use of high-quality data for education sector decision-making. Focus specifically on program evaluation, evaluation and instrument design, and evaluation implementation. Support the design and implementation of the performance and impact evaluation—including protocols, standards, guidelines, data-collection tools, training of personnel, and reporting formats. Provide technical support in the design of tools for purposes of collecting, analysis and synthesis of evaluation data. Coordinate data collection activities and periodic quality assessments. Analyze data in order to report on key deliverables. Summarize results in table and narrative formats, providing recommendations for program strengthening and other points of monitoring and evaluation foci.
Minimum Requirements:
Advanced degree in education and minimum seven years of relevant experience in education evaluation; experience in Uganda or similar contexts preferred. Experience in evaluating early grade education programs; experience working in, or evaluating, early grade literacy programs preferred. Experience designing, implementing, and analyzing the results of evaluation instruments to determine large-scale system level performance. Familiarity with the foundations of early grade reading and writing (concepts about print, phonemic awareness, phonics, vocabulary, fluency, comprehension, spelling, expressive writing). Background in research on reading that includes both qualitative and quantitative methods (large scale assessments, classroom observations, etc.) and the procedures and measures for assessing the acquisition of early literacy skills. Knowledge of the issues related to adapting literacy assessments to other languages and orthographies. Knowledge of EFL, transitioning from local languages to English, and the implications for assessment. Experience aligning assessment to educational standards. Experience building the capacity of local enumerators (including training, coaching, and supervising). Experience working on USAID-funded programs. Experience or familiarity with the Ugandan context preferred. Strong communication and teamwork skills. Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and MS Access. Proficiency in English required
