Job Title: District Capacity Building and Learning Facilitator
PLAN Uganda in partnership with Network for Water and Sanitation (NETWAS) Uganda received a grant from the European Union to implement a 3 year WASH project in the districts of Kamuli, Luwero, Lira and Tororo, and 16 sub counties.
NETWAS Uganda is a National non-profit making organization that was registered in 1996 in Uganda, to provide services in the Water supply, Sanitation and Hygiene (WASH) sector. NETWAS Uganda therefore requests for applications from qualified individuals to fill the following vacant positions:
POSITION 1: DISTRICT CAPACITY BUILDING AND LEARNING FACILITATOR
Location: Based in Kampala with frequent travel to (Kamuli, Luwero, Lira and Tororo)
Purpose of the Job:
The Capacity building and Learning Facilitator is to serve as a catalyst, partnership broker, and builder of the capacity of local partners, facilitating the Water Sanitation and Hygiene interventions in districts and sub-counties.
Responsibilities:
• Build close and constructive relationships within partner communities to understand their Water, Sanitation and Hygiene realities and facilitate active learning to address challenges;
• Facilitate networking among local stakeholder groups and between local partners (PLAN and District local governments) and others outside the project area;
• Facilitate planning processes with community members in liason with PLAN to target infrastructure development;
• Actively collaborate with PLAN field staff, Knowledge management and learning facilitator and Technical Staff in carrying out project activities;
• Establish and facilitate multi-stakeholder learning platforms within the districts of operation;
• Train communities to support the installation, operation and maintenance of water facilities in selected districts:
• Identify capacity needs and support capacity building for community groups;

Job Requirements:
Education and Experience:
• Minimum of a Bachelors Degree in Sociology, Public Health, Development Studies, Social Sciences, or other related field.
• A minimum of 2 years' successful experience in the implementation . of community mobilization and sensitization, facilitating multi-stakeholder processes in communities;
• Competence in adult training techniques, ability to communicate effectively in English, luo or Luganda.
• Good interpersonal and communication skills and capacity to work with a partner-based approach and ability to work with minimal supervision.
