Position Title: Monitoring Evaluation and Learning Manager
Supervisor: Head of Programming

Location: Kampala (with approximately 35% travel in the field)
POSITION SUMMARY
The Monitoring Evaluation and Learning (MEL) Manager will be responsible for the establishment and implementation of a comprehensive Monitoring, Evaluation and Learning system for the county program including data collection, survey work, analysis, M and E reporting, and data management systems. The MEL manager will be responsible for ensuring that the M and E systems generate the information required for donor reports making informed management decisions.
Specific Responsibilities:
The MEL Manager will work closely with Chiefs of Party /Program Managers and Technical Leads in providing technical systemic support to programming in order to yield timely and accurate data for on-going managerial use. This includes;
1. Ensure effective Management of Monitoring, Evaluation and Learning systems: Manage and oversee the collection and organization of information; Track performance on established input, activity, output, effect and impact indicators; Develop CRS and partner capacity building strategies for Monitoring, ; Evaluation and Learning;
2. Developing and Maintaining Enabling Environment for M and E: Develop an individual detailed M and E plan for each project and monitor for implementation and quality; Provide hands-on technical assistance to staff; in designing, monitoring, evaluating and reporting for, both publicly and privately- funded projects.
3. Strengthen Management Information Systems: Ensure the various program's M and E systems provide timely and accurate information required by the donor and other stakeholders; Facilitate the overall analysis, reporting, utilization and feedback of information generated through various M and E activities;
4. Direct Technical Support: Participate in the development of program/project proposals and planning the implementation of program/project strategies; Coordinate the implementation of program evaluations/assessments (baselines, mid-term, final evaluations, operations research activities}; Provide direct technical support to CRS/Uganda and its partners in developing indicators and M and E plans;
5. Facilitate the identification of lessons learnt and best practices for dissemination; Consolidate lessons I learnt/best practices; Promote strengthened under-: standing and capacities within project and program teams on MEL, and use and/or analysis of Mel systems at the project and partner levels.
Minimum Qualifications:
1. Minimum 4 -5 years of experience working on M and E for a large program, preferable in the NGO setting.
2. Masters degree in Statistics, Social Sciences, International Development, Public Health, or other related field.
2. Possession of analytical, problem- solving and strategic planning skills. Proven familiarity with principles and current approaches to M and E using both quantitative and qualitative methods
3. Excellent interpersonal, organizational and written/verbal communication skills, including in cross-cultural settings.
4. Proficiency in SPSS, ACCESS, Visual Basics and other data management software ( MS Word, MS Excel, MS PowerPoint, MS Project etc). Ability to develop a database and analyze data using various statistical software and methods and present analysis in written and graphical forms.
5. Previous experience working in a consortium; a team player with demonstrated professional maturity to work with a multi-sector team to deliver combined results.
6. Proven ability in establishing, maintaining and utilizing MEL systems as well as building staff capacity to utilize systems.
7. Excellent communication, advisory and training skills
8. Ability to meet deadlines and deliver required results in a timely and quality manner.
9. Previous .experience in overseeing the implementation of program evaluations and utilization of evaluation results to improve program performance.
