The National Fisheries Resources Research Institute (NaFIRRI) is one of the Public Agricultural Research Institutes established by the National Agricultural Research Act 2005. The Institute is mandated to undertake Research of strategic nature and of national importance in Capture Fisheries and Aquaculture under the policy guidance of National Agricultural Research Organization (NARO). Applications are invited from suitably qualified Ugandans for the position below:

Position:     
Overall Purpose:

Responsible for developing information and communication strategies and outreach packages aimed at promoting and enhancing the institute's image in order to create awareness and implementation of stakeholder concerns in the fisheries sector; develops information materials and builds credibility through effective Public Relations.  The work involves writing and editing publicity materials to support and promote specific programs and services in various communication media.  Acts as a Public Relations agent and participates in exhibitions to arrange displays and make multimedia presentations.  Spearheads the promotion of a positive image of the organization in the public at all times.

Core Duties:

    Plan and develop informational materials and implement activities designed to improve community and employee understanding and acceptance of the institute's policies, objectives, strategies and services.
    Arrange public appearances, lectures, contests, or exhibitions for the institute to increase agricultural technology awareness and to promote good-will.
    Maintain regular contact with media representatives to promote good public relations for the institute.  In addition, arrange promotional campaigns in types of media to promote new or improved technologies.
    Establish and maintain cooperative relationship with other NARO Institutes and NAADS, representatives of communities, consumer groups, employees, and public interest groups.
    Gather, package and edit newsletters, reports, journals, technical reports, posters, brochures, internet web pages and other publications for internal and external audiences, including employee, communities and other stakeholders
    Establish collaborative partnerships with NARO, NAADS, Key uptake Pathways, intermediaries and other sector institutions including international organizations.
    Plan and direct development and communication of informational programs to maintain favorable public and stakeholder perceptions of the institutes accomplishments and agenda.  
    Confer with other managers to identify trends and key group interests and concerns or to provide advice on business decisions.
     Provide regular bulletins and special announcements and also promptly respond to requests for information from the media as the official spokesperson or information source.
    Study the objectives, policies, research agenda and needs of the institute to develop public relations strategies that will influence public opinion and promote innovation of agricultural/fisheries information products and services.
    Confer with research scientists and technicians to produce and coordinate production and promotion of appropriate technologies.
    Plan and conduct market and public opinion research to test products and determine potential for product success as well as communicating results to clients or management.
    Train NARO staff in informational and communication methods and techniques.
    Arrange conferences, workshops, special events and presentations for informational purposes.
    Meet with NARO officials and attend staff meetings for the purpose of discussing activities and securing newsworthy information.
    Participating in multidisciplinary teams to develop, implement and evaluate strategic management plans, in order to improve performance standards.
    Representing the institute in meetings, conference and workshops and other forums to discuss issues related to the communications in development.
    Preparing monthly progress reports and annual reports showing achievements in the area of information, communication, outreach and Public Relationsagainst planned targets as well as providing justification for performance variances.    

Minimum Qualifications:

    At least an honors’ degree in Mass Communications, Public Relations or equivalent degree OR a degree in Journalism, agriculture/ environment fields backed by communication and outreach experience in journalistic/PR/Environmental reporting functions.
    Post-graduate training in Mass Communication, or Environmental Journalism, Public Relations or related fields.
    At least two years practice in Journalism, Outreach and Public Relations, Advertising, Marketing, film/video production and information areas.
    A Master’s degree in a relevant field is an added advantage.

Key Competencies:

    Strong demonstrated communication and Public Relations skills.
    Working knowledge of agricultural and environmental issues, including NARO programs, fisheries stakeholders and community organizations.
    Working knowledge of marketing and advertising practices and techniques.
    Ability to compose and produce diverse informational materials for release to media and other end users.
    Ability to use desktop publishing software packages and internet formatting languages.
    Ability to establish and maintain working relationships with media representatives, Government officials, other employees and the general public.
    Working knowledge of news media operations and their utilization potential for dissemination of information.
    Ability to communicate with and make presentations to special interest groups, employee groups and the general public.
    Operating knowledge of information and communication equipment such different types of cameras, sound systems, multi-media projectors and websites.
    Ability to conduct research and to find pertinent and newsworthy information.
    Ability to provide practical training in communication strategies, methods and techniques.
    Should be confident, excellent in research, writing and speaking skills, outgoing, consultative and approachable at all times, high mobilization skills.

    Books, Brochures, Fact Sheets, Newspaper articles, reports written by the applicant

Referees

        Names of three referees who have previously worked with the applicant.
