POSITION: DEPUTY CHIEF OF PARTY
Chemonics International, a Washington DC based consulting firm, seeks a qualified candidate for a full-time Deputy Chief of Party position for the Technical Management Agent for Civil Society Fund (CSF TMA) project. The purpose of the CSF is to bring together multiple donor funds and disperse grants to civil society that are aligned with national plans and decision taking processes and enable an effective, scaled up, and comprehensive response to HIV/AIDS and OVC.
This position is based in Kampala, Uganda and requires relevant work experience and appropriate educational background, as outlined.
Position Description and Required Competences:
The Deputy Chief of Party has the leadership qualities, depth and breadth of technical expertise and experience, management experience and interpersonal skills, to fulfill the diverse technical and managerial requirements of the program description. S/he will also have experience in interacting with government agencies or international health and international development organizations, host country governments and international donor agencies. S/he will have ability to independently plan and execute complex tasks while addressing daily management details and remaining organized and focused on long-term deadlines and strategy. The Deputy Chief of Party will also have the primary responsibility to support the Chief of Party in overseeing staff to ensure that activities are implemented according to program strategy.
Required Experience and Academic Qualifications:
The proposed candidate must have:-
At least a Masters Degree in public health, business administration, or a related field.
Five additional years of international public health experience may substitute for a Masters degree; at least five years experience working in development programs for public health objectives;
Previous management experience in implementing public health programs in developing countries, preferably with similar projects;
experience in procurement processes, inventory control and distribution systems;
Responsibilities/Duties:
Supervise all project operations and support the Chief of Party in ensuring sound project implementation and strong performance;
Support the Chief of Party in overall program and budget oversight;
Serve as the acting Chief of Party during Chief of Party 3. absences;
Support the Chief of Party in communications with USAID and SC members;
Supervise and ensure strong linkages between project M&E and project communications;
Support Chief of Party in her role as key liaison to Chemonics Home Office Project Management Unit (PMU) and other Home Office resources;
Reporting:
The Deputy Chief of Party will report to the TMA Chief of Party.
