Job Title: IFMS ACCOUNTANT
[ii] Scope of the position
The holder of this position is responsible for the day to day supervision
and management of all aspects of the Integrated Financial Management
System (IFMS).The performance of the holder is thus reflected in the
quality, accuracy and timeliness of IFMS data and Reports and the
effectiveness of the logistical support given to other UNRA Directorates.
[iii] Position relationships
The IFMS Accountant reports to the Chief Accountant, supervises
supporting Assistant Accountants and liaises with the relevant Project
Managers and Project Engineers responsible for Individual projects.
[iv) Key duties & responsibilities
1. Enters the Quarterly Accounting Warrant for the Development and
Recurrent releases on Integrated Financial Management System
(IFMS).
2. Processes request for Release in line with procedures set by the
Accountant General

4. Processes Virements on the IFMS and following up their approval
by the Directorate of Budget in the Ministry of Finance Planning
and Economic Development
5. Processes documentation to set up new suppliers/customers on
the system
6. Creates adjusts and cancels Invoices and receipts on the IFMS
after receiving all relevant documents from the Procurement
Directorate or other authorized persons
7. Processes Expense, Adhoc, and GOU Releases Report on the
IFMS
8. Initiates Accounting entries on the IFMS system in respect to
Payables and Receivables at the end of each month
9. Responsible for the Monthly reconciliation of the Treasury General
Account, EFT Transfers Account at the Bank of Uganda, and IFMS
Suspense Accounts.
10. Responsible for the day to day running of the IFMS and
preparation of Accounting records as specified in section 15 of the
UNRA Financial Management Manual.
11. Prepares Cash flow projections for planning purposes to ensure
that Government of Uganda funding is at all times available to
cover the payment of properly authorized certificates from
contractors and consultants.
12. Ensures that all Audit Reports are prepared on a timely and
accurate basis and assists the external Auditors as necessary
13. Performs such other related duties as may be assigned by the
Chief Accountant from time to time
14. Puts in place initiatives that enhance Results oriented management
and good corporate Culture
[v] Person specification
The post holder must have a degree in economics, finance, business
studies, accounting, banking or business administration and should have
at least 3 years practical experience in a similar position.
