Job Title:MONITORING AND EVALUATION ENGINEER

[ii] Scope of the position
The holder of this post is responsible for Independent Technical
Monitoring and Evaluation of Road Construction and Maintenance
projects/contracts. The Performance of the post holder will be measured
in terms of provision of early warning about the performance of projects/
contracts, documented lessons learnt and best practices in the
implementation of roads projects/contracts and maintenance of updated
contract management database.

[iii] Position relationships
 Reports to the Manager, Monitoring and Evaluation.
 Supervises subordinate staff.
 Liaises with the Project Manager, Engineers and Officers in all UNRA
Directorates.

[iv) Key duties & responsibilities
1. Manages the contract/project tracking/monitoring and evaluation
systems for project and programme progress tracking. Will also ensure
required monitoring tools are regularly updated and maintained with
accurate data.
2. Collates and analyzes all project progress reports and produce
substantive programme status reports.
3. With technical support from the Management Information System
Department, ensures that the Contract Management System database
on on-going projects, projects in the pipeline, Contractors,
Consultants, and Engineers involved in maintenance, road
rehabilitation works and project preparation is regularly updated.
4. Conducts regular site visits to projects to collect infield operational
information relevant for progress monitoring and reporting.
5. Regularly reports on progress on the implementation of specific project
and programme related evaluation recommendations.
6. Compiles the quarterly and annual progress/status reports on the
Authority’s Business Plan.
7. Produces reports on the compliance with Authority’s standards,
procurement rules and quality assurance guidelines.
8. Compiles information for UNRA’s performance indicators.
9. Coordinates with Manager, Monitoring and Evaluation, the
yearly/quarterly Business Plan Review exercises, providing guidance
and quality assurance
10. Provides input to the establishment of programme/project baselines
and design of database of socio-economic data for planning.
11. Performs any other duties as assigned by the Manager, Monitoring
and Evaluation.


[v] Person specification
The applicant must have a degree in Civil Engineering. A post graduate
qualification in project management and computer skills using planning
software will be an advantage. At least five years relevant working
experience is required, including experience in monitoring and
management of infrastructure projects at programme or systemic level.
