 Job Title: PROJECT ACCOUNTANT

[ii] Scope of the position
The holder of this position is responsible for the accounting procedures
relating to projects funded by Development partners, and all aspects of
the Integrated computer based financial management system for Regional
accounts. The performance of the holder is thus reflected in the quality,
accuracy and timeliness of financial data and Reports and the
effectiveness of the logistical support given to other UNRA Projects and
Maintenance Stations.


[iii] Position relationships
The Project Accountant reports to the Financial Accountant, supervises
supporting Assistant Accountants and liaises with the relevant Project
Managers and Project Engineers responsible for Individual projects and
programmes.


[iv) Key duties & responsibilities
1. Responsible for all systems of Financial Reporting and Internal
Control in relation to DCA requirements , Road Fund procedures
and provisions of the Financial Management Manual.
2. Prepares Cash flow projections for planning purposes and ensures
that funding from Donor Agencies and GOU are at all times
available to cover the payment of properly authorized certificates
from consultants and contractors.
3. Preparation of Financial Statements for Donor Funded Projects and
Road Maintenance Stations under his/her jurisdiction
4. Ensures that all DCA and GOU/Road Fund Audit Reports are
prepared on a timely and accurate basis and assists the external
auditors as necessary.
5. Undertakes all transactions relating to Cash and Bank. Monthly
Cash book and ledger reconciliation to Bank Statements.
6. Checks the coding of contractor and consultant payment
certificates and makes payment within the contractual timescale.
7. Puts in place initiatives that enhance Results oriented management
and good corporate Culture


[v] Person specification
The post holder must have a degree in economics, finance, business
studies, accounting, banking or business administration and should have
at least 3 years practical experience in a similar position.
