Job Title: Monitoring and Evaluation Manager
REPORTS TO: DEPUTY EXECUTIVE DIRECTOR
JOB SUMMARY:
Reporting to the Deputy Executive Director, The Monitoring and Evaluation Manager will in collaboration with various Organisation staff participate in all monitoring, evaluation and planning activities of ICOBI programs. He or She will be responsible for collaborating with program staff in designing methodologies and approaches for project monitoring and evaluation, documentation and dissemination of the outcomes. She or He will interface with the Monitoring and Evaluation Data teams, conduct statistical analyses and support preparation of technical papers. The M and E is responsible for quality assurance, standards and programmatic reporting.
KEY RESULT AREAS:
1. Build capacity of ICOBI staff in developing effective performance indicators and monitor the collection of data on these indicators.
2. Provide M and E technical input in development of annual, quarterly work plans, budgets and new proposals being developed.
3. Ensure that all projects have updated M and E plans/ Performance Measurement Plans and use them to track project progress.
4. Provide technical input in developing appropriate project data bases and regular cleaning of data.
5. Develop standard operating procedures in the flow and management of data.
6. Develop and align ICOBI's Monitoring and Evaluation Plan with the overall organizations business strategic plan and also review annual
7. Ensure IT and MIS compliance to internal control and regulatory policies and procedures.
8. Coordinate with the Project Managers to ensure that the monitoring of ICOBI programs based on Organisation performance indicators are used to inform strategies and to refine performance monitoring plan and planning frameworks.
9. Work closely-with the M S E officers at national office and project offices to ensure that performance monitoring plans and strategic implementation frameworks are complementary and consistent.
10. Provide lead in conducting baseline surveys, project evaluations and operational research
Qualifications:
• Basic degree in Social Sciences
• Masters in Epidemiology, Biostatistics, Public Health or demography
• Formal Training in M and E is an added advantage
• At least 3 years experience in M and E or strategic information.
• Excellent skills in computer applications especially data base management and various statistical packages.
