"The American Embassy is seeking for an individual for the position of Surveillance Detection Supervisor (SDS) in the RSO Section."

BASIC FUNCTION OF POSITION
Supervises Surveillance Detection team of 8-10 SD Specialists who provide security for USG facilities, employees and family members by performing procedures to detect, recognize, and report on surveillance directed against U.S. Government facilities and/or personnel and provides support directly, or by calling for assistance. In case of an imminent attack, calls for immediate assistance and takes action to prevent injury or death to personnel and destruction of property.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education required: Competition of Ordinary level (at least four years of formal secondary school) is required.
2. Work Experience required: Two years of surveillance, military, police, or security experience in a position, which involved observation/surveillance skills and techniques is required.
3. Language required: Level 3 (good working knowledge) written and spoken English language skills is required. Level 2 (rudimentary knowledge) in one local dialect (either of the following; Luganda, Kiswahili, Atesot, Japadola Lusamya, Lugisu, Lucholi, Lugbara, Madi, Runyankole Rukiga, Rutoro or Lusoga) is required.
4. Knowledge required: Must be familiar with procedures for conducting and reporting surveillance and capability is required.
5. Skills and Abilities required: Ability to obtain a driver’s license; skilled in the use of surveillance equipment (e.g. audio/video, binoculars, photographic equipment, etc.); level 1 keyboard/typing and basic PC skills and ability to work independently and adapt to changing circumstances without requesting guidance and must have strong organizational and observation skills is required.

SELECTION PROCESS

When equally qualified, US Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1. Management will consider nepotism/conflict of interest, budget, and visa status in determining successful candidacy.

2. Current employees serving a probationary period are not eligible to apply.

3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their appointment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
