Background
The Government of Uganda through the Ministry of Water and Environment, Ministry of Local Government, the districts in the region of Mbale, and UNDP developed a project titled “Territorial Approach to Climate Change in Mbale Region”. The project addresses the need for a holistic approach to climate change adaptation and mitigation and aims to support Mbale Region to realize low carbon and climate resilient development.
This project is in line with the UNDP/ Government of Uganda Country Programme Action Plan (2010-2014) that is guiding implementation of UNDP support to interventions geared towards achievement of the National Development Plan. Some of these interventions will address key challenges to growth and poverty reduction, such as environmental/ natural resources degradation and the negative impacts of climate change and disaster risks at both national and local levels.
In particular, the project aims to:
Develop an integrated territorial climate change plan for Mbale region.
Establish a coordination platform for climate change planning and programming.
Build local capacity to integrate climate change issues into regional development plans and actions.
Develop a climate change policy and investment package.
Compile and disseminate best practices and lessons learnt. The project will be implemented by Mbale District Local Government in collaboration with the Ministry of Water and Environment and the districts of Manafwa and Bududa. The project offices will be located in Mbale town.
The project is seeking the services of a Finance and Administrative Assistant who will provide assistance to the Project Manager in the implementation of day –to- day project activities. He/ she is responsible for all administrative (contractual, organizational and logistical) and all accounting (disbursement, record keeping, cash management) matters under the project.
Duties and Responsibilities
Provide general administrative support to ensure the smooth running of the Project Management Unit.
Provide logistical support to the Project Manager, Technical Advisor and project consultants in conducting different project activities (trainings, workshops, stakeholder consultations, arrangements of study tours, etc).
During the visits of foreign experts, bear the responsibility of their visa support, transportation, hotel accommodation, etc.
Organize/control of budget expenditures by preparing payment documents and compiling financial reports.
Maintain project's disbursement ledger and journal.
Keep files with project documents and expert reports.
Control the usage of non-expandable equipment (records keeping, drawing up regular inventories.
Provide English translation as required.
Draft correspondences and documents, finalize correspondence of administrative nature, edit reports and other documents for correctness of form and content.
Arrange travel.
Act on telephone inquiries, fax, post, e-mails and co-ordinate appointments.
Organize and coordinate the procurement of services and goods under the project.
Perform any other administrative /financial duties as requested by the Project Manager
Contractual and reporting arrangements:
Reports to the Project Manager and works under her direct supervision.
Cannot be employed elsewhere during the entire course of the project

Required Skills and Experience
Education:
Completed Secondary Education preferably Bachelor's degree in Business Studies.
Experience:
At least 3 years experience in office administration, preferably within UNDP projects.
Excellent computer literacy
Language:
Fluency in written and spoken English.
