Job Title: Programme Officer - MDGs and Budget Support
Overall purpose:
The job holder will support the implementation of the general budget support operation, with a specific focus on Uganda's progress towards the MDGs. The job-holder will also participate in the dialogue on the economics and health.
Functions & duties
Representation and Negotiation
• Participate actively in the Joint Budget Support Framework related institutions (Task Force and HoMs when required).
• Participate in Sector Working Groups and donor coordination meetings in the health and / or education sector.
• Maintain good and effective contacts with the relevant national authorities and local operators in the field, particularly with regard to MDG aspects.
Policy Analysis
• Follow up the macro-economic situation and MDG related developments.
• Analyse, assess and manage relevant data and information for policy-making, management and planning decisions.
• Contribute to the drafting and updating of comprehensive analysis reports, annual reports, synthesis reports and / or briefings.
Project management
• Steer and backstop general budget support operations, specifically with regard to social sector and MDG indicators. Lead and backstop social sector programme / projects plus required studies and ensure that all the necessary conditions (institutional, budgetary, logistical, etc.) are met when executing the programme / projects.
• Ensure appropriate evaluation and reporting on programme / project execution.
• Manage and backstop all aspects of the project cycle including procurement processes, project identification, project monitoring, project evaluations, reporting and proposing appropriate action if and when needed.
• Maintain contacts with other donors active in Uganda.
Job requirement
Qualifications required
• The ideal candidate will have a degree in economics and preferably a specialisation in any of the following related areas: Public Finance Management, Health and/or Education economics.
• At least 3 years of working experience in related sectors.
• Effective analytical skills and problem solving skills.
• Excellent interpersonal skills.
• Computer literate, especially with regard to MS Office (Excel, Word, PowerPoint).
• Language: fluent in English.
