Job title: Deputy Chief of Party

Job Summary:

This position requires a committed, skilled and innovative team player. The DCOP will take responsibility for providing leadership and strategic guidance on the technical program and management issues for the project and its support to TSOs and districts to facilitate achieving the project purpose. The DCOP will serve as the leading technical voice on social and child protection programming, multisectoral approaches to social development and project planning and management.

Specifically, the DCOP will undertake situational and program analysis and develop appropriate programmatic responses; will speak with authority on technical issues and advocate for key issues with diverse constituency groups; will develop and disseminate technical information and resources; will cultivate and manage relationships with government counterparts and other key stakeholders. S/he will lead on ensuring that technical strategies, approaches and plans are developed in response to the changing context and needs and interests of various stakeholders, and aligning the technical requirements with the project goals and objectives.

Job Description

The International HIV/AIDS Alliance is implementing a 5-year (June, 2010-2015), USAID funded project focusing on Strengthening Local Government response for Orphans and Other Vulnerable Children (SUNRISE-OVC Project). The purpose of the project is to strengthen sustainable Local Government and community systems that will improve access, utilisation, coverage and quality of comprehensive essential services for vulnerable children. Currently operating in 80 districts under the leadership of the Ministry of Gender Labour and Social Development, the project is implemented through zonal Technical Services Organizations (TSOs) that provide an array of technical assistance to the districts. With its international secretariat offices based in Brighton, UK, the Alliance seeks to recruit a Deputy Chief of Party (DCOP) for SUNRISE-OVC project based in Kampala, Uganda

Specific Responsibilities:

•Provide overall technical leadership at the programmatic level for the SUNRISE OVC Project, and ensure that the overall program goals and objectives are achieved.
•Responsible for designing technical strategies and approaches, monitoring and evaluation, and maintaining technical program quality in line with agreed upon program goals and objectives.
•Provide technical, administrative and programmatic support to the project advisors and other technical staff .
•Develop and maintain linkages and networks internal and external to SUNRISE Project to exploit learning, sharing and dissemination of information opportunities with important players in the social development and HIV/AIDS sector in Uganda and elsewhere

Work conditions:

The position involves approximately 25% travel spent in the districtssupporting and guiding programs as well as developing linkages with other important development agencies and partners.
Requirements:

Required Qualifications and Experience:

•Masters degree in Social Policy/Planning, Human Rights, International Development or other relevant field/discipline
•7-9 years of experience in senior positions of increasing complexity and responsibility for program management and design in large similar NGO or development agency
•Prior experience in strategic technical programming work at national and/or regional level supporting local governments and civil society organizations
•Required technical skills particularly sufficient social and child protection background to help carry out situational and program analysis and develop appropriate programmatic responses
•Broad and deep understanding of the full range of the child rights and protection policy, legal and institutional frameworks gained through solid operational experience
•A strong track record of achieving demonstrated results on the ground
•Experience in managing USAID programs or other bilateral funded programs in the social development and HIV/AIDS sector in Uganda and/or elsewhere.

•Outstanding interpersonal and partnership skills
•Ability to work with considerable autonomy as well as ability to manage a high volume work flow and through a whole spectrum of activities from the strategic level to specific technical implementation issues
•Ability to plan and manage staff to deliver quality results, and ability to focus on results and deliver what is promised
•Strong written and verbal communication skills.
•An ability to lead a large group of diverse and committed individuals and mould them into a coordinated and cohesive team
