Chief of Party, Uganda We are currently seeking a Chief of Party (COP) for a United States Department of Agriculture (USDA) McGovern-Dole International Food for Education and Child Nutrition (FFE) program based in Soroti, Uganda. The goal of the Literacy Enhancement and Rural Nutrition (LEARN) is to improve food security, reduce the incidence of hunger and improve literacy and primary education. The Chief of Party will assume responsibility and leadership for overall program management of this USDA program including, but not limited to, commodity management, improving school enrollment and attendance, and promoting improved health and nutrition as well as community support. The COP will have overall responsibility for staffing as well as ensuring the program is in compliance with donor regulations and ACDI/VOCA policies and procedures. The COP will promote strong relationships with USDA, the USAID Mission, the government of Uganda and other donor and non-governmental organizations.

Responsibilities:

    Under the general supervision of the Senior Managing Director, Food Security, assume overall responsibility for the Uganda-LEARN program.
    Ensure that the project completes in-kind grant agreements and contracts with other organizations as needed and ensure compliance with both donor regulations and ACDI/VOCA policies. Ensure that project partners are implementing project activities in accordance with ACDI/VOCA's agreement with USDA.
    Ensure programmatic success and sustainability by maximizing community contributions of labor, supplementary food and seasonings, and construction materials. As part of this, educate communities and schools on the goals and expectations for the program.
    Ensure all activities are in compliance with donor regulations and ACDI/VOCA policies and procedures. Ensure that all staff members are aware of regulations and procedures and are following them.
    Oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations as well as within the scope of the program budget.
    Ensure compliance among key staff with all corporate and local ACDI/VOCA policies and procedures. Ensure appropriate policies and procedures are in place and are understood by staff including, but not limited to the Employee Personnel Manual, ACDI/VOCA corporate policies and clear and transparent accounting and management procedures.
    Ensure local hire employee contracts are developed and managed in accordance with established ACDI/VOCA institutional hiring and dismissal practices and Uganda local laws.
    Ensure quality development of project reports, contracts, and other programming documents, and monitor ongoing activities to ensure they are reaching the intended objectives and are in full compliance with donor regulations.
    Ensure that staff is responsive to all reporting requirements, templates and periodic reports (quarterly, semi-annual and sporadic) to USDA, ACDI/VOCA headquarters and other partner organizations.
    Ensure that appropriate staff provides ACDI/VOCA monthly financial reports, commodity status reports and programmatic monthly updates to HQ.

    Qualifications:
    Minimum of 8 years overseas experience in the international development field developing and managing USDA and/or USAID programs is required.
    Experience with commodity management.
    Prior experience with US government programs, procedures, policies and reporting requirements is required; prior experience with USDA programs is highly preferred.
    Effective record of building relationships with governmental organizations as well as private and community organizations is required.
    Established track record of achieving results within difficult working environments is required.
    Masters degree in a pertinent field (for example: education, project management, international development) is highly desirable.
