We seek qualified candidates for the position of Technical Officer III- Health Communication, Communication for Healthy Communities in Uganda.
Position Description: This individual shall support the Chief of Party in the design, roll-out and day-to-day management and implementation of health communication interventions for a USAID-funded, 5-year, multi-million dollar health communication program in Uganda. Selection of final applicant is subject to USAID approval. This position will be based in Kampala.

S/he shall have depth and breadth of technical expertise and experience in designing and implementing comprehensive health communication interventions, and related capacity strengthening. S/he shall have the requisite management expertise, interpersonal skills and professional relationships to fulfill the requirements detailed below. The Technical Officer III- Health Communication, Communication for Healthy Communities will: Provide technical oversight and leadership to the design, development, planning, implementation of all health communication interventions; Leads the design, development, planning, and implementation of global level innovative technical strategies, developing strategies and tools for specific technical components. Provides technical leadership and support in the development and dissemination of health communication tools, materials, reports, papers, and other project materials; Works closely with assigned team to ensure activities are implemented according to FHI 360 and donor technical standards; Analyze data sets and technical assessment findings; Participates in the analysis of program implementation to identify areas for improvement and propose appropriate technical strategy and guidelines. Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies and procedures. Participates in the development of quarterly, annual and ad hoc program reports for donor and other stakeholders; Identifies health communication technical assistance needs for implementing partners, government counterparts and other stakeholders; Provides or coordinates the provision of technical assistance and mentoring in the design and implementation of project activities to implementing partners, government counterparts and other stakeholders; Work with existing government structures and identified networks and organizations as appropriate and as requested by USAID to lead the development and implementation of a strategy for planning and implementing health communication programming Oversees technical staff on project, including mentoring and capacity building as needed; Reviews sub-agreements; Participates in developing strategic and implementation plans; Participates in any project special studies; Serves as company liaison to external organizations at professional meetings and conferences as assigned.

Minimal Requirements: Bachelor's degree or its international equivalent in Public Health, Social Sciences, or other relevant discipline. Master's Degree or higher preferred. 8+ years with specific experience in health communication, promotion and/or education in developing countries involving multiple stakeholders and implementing partners, with progressively increasing level of responsibility. Ability to travel within country or region and internationally if needed. Applied experience coordinating mass media and multi-channel campaigns Demonstrated technical knowledge of health communication programs in Maternal and Child Health, Nutrition, Family Planning, HIV/AIDS and TB programs as well as knowledge in other health programs in developing nations. Experience building capacity and skills of local implementing partners, government counterparts and/or other stakeholder in health communication; Familiarity with PEPFAR indicators and reporting requirements Excellent English report writing, analytical and communication skills, including oral presentation skills Program management and implementation experience in Uganda; Relevant database and computer software skills (including, at a minimum, the standard applications in MS Office); Demonstrated ability in managing partners and staff supervision; Strong intercultural supervisory and team building skills and experience; Ability to work independently with initiative to manage high volume work flow; Experience working with an international organization will be an added advantage.
