Job Title: Programme Development Advisor – Child Protection and Participation 1 position based in Kampala with at least 50% travel to the WCH work areas; or based in one of the WCH work areas with up to 50% travel to other WCH areas and 1 week per month in Kampala.

Objective of the Job •
ensure effective design and implementation of quality child protection programming through technical advice and support to the Deputy Country Director (DepCD), Program Development Manager, Field Location Managers (FLMs), Program Coordinators (PCs) and Program Officers (Pos). • To support the mainstreaming of child participation and Child rights programming throughout the organization. • Build the capacity of WCH staff and Partners to be able to deliver quality child protection and child rights based projects. • Participate as an active member of the Program Development Unit to ensure appropriate content and high quality of WCH programmes. This includes involvement in formulating & translating WCH policies and standards into implementation strategies, safe guarding the quality of the programmes and giving meaning to the WCH principles and Values. Position in the organization The PDA –CPP reports to the Programme Development Manager (PDM) and is part of the Programme Development unit. Essential Functional relations: All PDU members, Project Coordinators and Field Location Managers. Key result areas Technical Advice and Support • Provides technical support and advice to FLMs, PCS and PO’s on implementation of existing child protection projects & activities. • Proactively advices and supports the PDM, DepCD and FLMs on child protection content development and direction, including taking the lead in development of required materials, approaches, methodologies etc. • Supports the harmonization of child protection activities and methodologies throughout the organization and promotes a child rights based approach to all programming. • Contributes to proposal development and report writing in relation to child protection, child participation and child rights based projects. • Leads and facilitates a process of developing a strategy to main stream child participation in the organization in consultation with Program Support Department in Head Office. • Leads and facilitates a process of developing a strategy to mainstream child participation in the organization in consultation with Program Support Department in Head Office. • Assists the PDA and DepCD/FLM’s to monitor programme implementation and measure programme effectiveness. Develops tools and formats for planning, monitoring and evaluation (in close cooperation with PDA M&E) in Child protection projects. Supports programme staff and partner organizations in application of the tools. • Ensures that child protection projects are in-line with principles and strategy. • Provides technical support and advice to ensure implementation of case management minimum standards and guidelines; monitoring and analysis of case management data. • Supports the development and realization of child protection advocacy results in close collaboration with the PDA Advocacy and Communication. • Technical focal point for monitoring and implementation of the child safety policy. • Any other duties assigned by the PDM. Coaching and Capacity Building • Assess and advises PDM on staff and partner organizations training needs in child protection, child participation and child rights; provides on – the – Job training, coaching and support to PO’s, PC’s and Social Workers (SW). • Trains, Coaches and monitors SW& partner organizations in the identification and response to child protection issues. • Coordinates development and delivery of child protection and child safety training for staff and partners. Representation and Networking • Represents WCH in his/her expertise related meetings and coordination platforms. • Liases with professional counterparts of (inter)national organizations and government ministries. • Attends technical interagency and government meetings. • Maintains the strong link to WCH Head Office Child Protection Coordinator and Participation Specialist. • Involved in WCH publications and awareness raising on child protection, child participation and child rights.

Skill Set : Qualifications • A relevant BSc and Masters in social work, development, psychology, child protection or other relevant field, Or extensive relevant work experience in lieu of graduate degree. Experience: • Minimum 3 – years experience of supporting child protection programming within and (I)NGO in post conflict setting. • Extensive experience working with children and young people • Proven technical expertise and up to date with best practices and global developments in the field of child protection, child rights and child participation. • Experience supporting the mainstreaming of child / beneficiary participation within an organization. • Proven advisory and coaching skills; Experience of training and capacity building of junior, senior staff and partner organizations. • Proven experience in development of tools and methodologies to support child protection programming. • Experience of networking with professional counterparts including governmental counterparts. • Specific technical knowledge in community based child protection programming, case management and programming for vulnerable groups. • Knowledge of qualitative and quantitative M&E tools related to child protection, child rights and participation. Skills & Attitudes: • Effective written and oral communication skills. • Strong analytical and problem solving skills. • Diplomacy and negotiation skills • Social and Communication skills for coaching and advising • Proactive, Creative, able to think of innovative or alternative solutions • Stress resilient –able to cope with deadlines and multi- tasks. • Able to work as part of the team. • Well –organized and flexible with the ability to work independently and take on additional responsibilities when required. • Strong Computer skills: Excel, out look, word, power point, etc
