The Quota Programme is a funding scheme offered by the Norwegian Ministry of Education, Research and Church Affairs to students from qualifying countries for studies at institutions of higher education in Norway. Students from these countries can apply for Master degree programmes and Doctoral degree programmes taught in English. Only applicants from countries on the list of countries eligible for Quota Programme funding will be considered.
For more than 20 years, Norway has provided support for students from developing countries and in 1994 this support was converted into the Quota Programme. The University of Tromsø has admitted students from developing countries since 1988, and participated in the Quota programme since 1995.
You can apply as an individual student, but applications from students at universities that have a formal agreement with our university are encouraged. Women from developing countries are especially encouraged to apply for the programme. Students are expected to apply from their home country.
The Quota Programme aims at offering English taught Master’s degrees, 2-year M.A.. or M.Sc. degrees, and also offers funding to doctoral programme students, normally one year at Master’s degree level and 3 years at Doctoral degree level. Admission is limited and therefore very competitive. Only applicants from countries on the list of countries eligible for Quota Programme funding will be considered.
The Norwegian universities’ M.A. and M.Sc. degrees are research degrees. At all levels, the number of years of university study required of applicants should be beyond the basic entrance requirements to Norwegian institutions of higher education. For Master’s programmes, the minimum requirement is that you have passed a Bachelor degree of at least 3 years at university level, all years being beyond the basic entrance requirements. For Doctoral programmes, additional faculty requirements also apply, but applicants must have a minimum of 5 years of university studies in their chosen subject.
Applicants must have university studies within the subject area of the programme to which they are applying. Since all programmes offered are very competitive, normally a B+ or an upper second division is required for admission. A documented knowledge of English is required for admission to any of the programmes offered under the Quota Programme.
The loans and grants cover living expenses for 2 years for master degree students and 3-4 years for doctoral degree studemts, the cost of a return ticket to Norway upon arrival and one return ticket during the summer vacation. Please note that these travelling expenses are refunded according to set rates, rather than being met in full. When the student returns home (which is a prerequisite for the student residence permit) the loans will be annulled. If the student should stay on in Norway, they have to pay back the loan part of the allowances they have been given.
In Tromsø, only 20-30 new students are admitted under this programme each year. The number of applicants is between 700 and 1000, and so even very good applicants might be refused. Because of these large numbers, only applicants who can prove that they fulfil all the admission criteria will be sent an application form. Forms can be obtained by sending an e-mail or letter to the Foreign Student Adviser, stating your academic background and intended course of study. If you do not follow this procedure you will not be sent a form.

Countries Accepted for the Quota Programme The list of countries accepted for the Quota Programme is based on an OECD list of countries with a certain minimum income level per capita. The list includes developing countries, Central and Eastern Europe and the Palestine.
