POSITION SUMMARY:
To provide leadership and management of the Grants finance unit by planning, directing and controlling the Grant resources in line with World Vision policies/procedures, International Accounting Standards and ensuring compliance with the USAID regulations

KEY RESPONSIBILITIES:

      Budgeting/Management/Commitments/Reporting:
                + Lead the development of the annual program team operating budget and monitor actual performance developing project projections
                + Review and/or generate financial reports for compliance with grant and donor requirements analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending
                + Prepare close-out documentation at end of funding cycles in compliance with government regulations
                + Prepare financial plans, proposal budgets, amendments, and extensions for the life of an award up to and including close-out
      Audit/Compliance/Capacity Building:
                + Address government and World Vision International audits in partnership with national/program offices, providing required information to auditors and participating in the defense of disallowed costs
                + Facilitate training sessions on topics such as grants management, general accounting, internal controls and administrative systems, as well as sectoral specific topics to field staff as needed and assisting field offices in interpreting regulations to ensure compliance
      Policy/Procedure Development:
                + Assist in the development of financial policies and procedures to ensure compliance to generally accepted Accounting Principles, WVI finance policies, and government and other donor regulations.
                + Provide expert consultation regarding the implementation of NICRA and CAM at a project/grant level

KNOWLEDGE, SKILLS AND ABILITIES:

      REQUIRED:
                + A University education with a major in Accounting and a full professional qualification in A.C.C.A, CPA or its equivalent
                + Knowledge, skills and abilities may be acquired through a combination of formal schooling, self- education, and prior experience or on the job training
                + Minimum of three years grants management experience (at management level)
                + Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures
                + Significant experience in handling USAID Government funded projects
                + Written and Oral Communication skills are essential, and the incumbent must be a team builder, who is able to work successfully in a multicultural environment. A high level of integrity is required

      PREFERRED:
                + Must have proven knowledge of Generally Accepted Accounting Principles and Internal Control Procedures.
