Job Description (Duties):

Purpose of the position

The Chief Financial Officer (CFO) is the key financial role in managing the Company's financial, budget, strategic and planning activities, and will manage the on-going financial projection process and financial reporting, and will serve as a 'business partner' to the CEO and COO on all financial initiatives.

Duties and Responsibilities

* Set long-term strategic direction for the Finance function, anticipating key trends, opportunities and vulnerabilities. Position areas of responsibility to ensure the financial infrastructure is stable and supports the demands of future growth.
* Proactively challenge the organization to a faithful stewardship of resources, striking a God-honoring balance between the constituents we serve, donors who provide resources, those in need who receive resources and our employees and other partners who deliver resources.
* Establish reporting, reporting, monitoring and accountability systems that will ensure highest standards of financial integrity are being attained.
* Protect the assets entrusted to the organization ensuring liquid assets are invested productively and in alignment with World Vision's investment policy.
* Provide strategic analysis and support to the resource allocation process of the company. Ensure that resources are aligned as designated by donors, and that maximum benefit is realized by those we serve.
* Provide "operational" leadership to the company, helping as part of the senior management team to execute plans and strategies in an effective way.
* Oversee and direct the operating plans and budgets of the company and facilitate an efficient distribution of funds to branch offices across Rwanda.
* Build the finance team by attracting and retaining gifted people who are called to serve.
* Coordinate risk management strategy and operations within the company. Ensure consistent risk management practices are applied through the company. Ensure whistle blower policy is effectively developed, managed and tracked throughout the company.
* Supervise the maintainence of accounting systems and data, and the presentation of financial data for both internal managerial purposes and external reporting requirements.
* Ensure all internal and external financial reports are accurate, complete and submitted within specified deadlines.
* Ensure grant spending is in accordance with donor regulations, and all donor financial requirements are adhered to.
* Liaise with internal and external auditors and ensure 100% implementation recommendations within agreed time frame.
* Explore ways and means for cost-cutting measures for the office and projects without compromising ministry quality.
* Attend and participate in the leadership of daily devotions.


Necessary Qualifications:

Skills & Requirements

* An undergraduate degree in Business, Accounting , Finance, or Economics (or international equivalent) with an MBA and C.P.A (or international equivalent)
* Evidence of professional accomplishments external to work life.
* Treasury and currency exchange management experience.
* Experience in major international accounting or management consulting firm.
* Teaching or consulting outside her/his organization preferred.
* Large not-for-profit organization or experience with global companies or organizations.
* Understanding of and belief in a federal model of organization, which requires leadership to be collaborative and consultative. Skills in a governance process such as designing, implementing and reporting on processes, and key performance indicators at a Board level.
* A track record of change management and demonstrable skills in IT.
* Banking or micro-enterprise experience with experience in Risk Management requirements for Financial Institutions.
* Senior leader in strategic financial management, Strategic financial management, Strategic planning, Strong general management capabilities, Project Leadership and understanding of principles of effective project management.
