Job Title: Finance and Operations Manager, Kampala

* Overall responsibility: Manage all financial processes of IPA Africa and lead the office operationally
Reports to: Managing Director, IPA Africa Ltd.
* Specific duties/ responsibilities: IPA Operational & Legal
* Maintain a functional IPA Africa office in Kampala, including the HR and administrative requirements imposed by Uganda Commercial Law
* Support Managing Director in recruitment processes and in management of IPA Africa staff
* Advice Managing Director on labour law, and other legal processes
* Take care of all legal registration requirements of IPA Africa
IPA Finance
* Keeping financial records and file VAT and other tax declarations as per legal requirements
* Coordinate with tax advisors and auditors to optimize financial results of IPA and IPA Group
* Prepare monthly expenditure and income accounts
* Provide monthly narrative financial and operational reports to the Directors of IPA Africa
* Ensure petty cash compliance and take care of all supplier/ consultant payments
* Set up of financial systems in other African IPA offices when needed
* Prepare and follow up all IPA Africa and related invoicing to clients, including debt collection when needed
* Prepare and execute salary payment and PAYE
Commercial
* Support in preparation of commercial tenders to clients for agency, supply and consulting tenders,
* Approve final tenders to clients prepared by IPA employees
* Check and approve all financial transactions for agency and supply
Project support
* Set up financial systems for all IPA Africa projects and agency clients (in applicable country when needed)
* Set up and maintain profitability tracking of projects/ clients
* Carry final responsibility of a proper financial quotation and order filing system meeting IPA corporate requirements
Requested qualifications:
* Master degree in Finance or Business Administration at internationally recognized University
* Fluent in English, knowledge of other languages like French appreciated
* Experience in Uganda required, especially working with tax declarations, tax advisors and auditing
* Experience in international/ European finance required
* Experience in trade and/ or consulting companies requested
* At least 6 years working experience in some of the fields above
* Experience in and availability to travel to Europe and in Africa
* Culturally open and flexible
* Excellent team worker
* Excellent communication skills, both verbally and in writing
* Computer literate (MSOffice, Excel, Access, financial packages)
Term of employment - Depending on experience of the candidate, a fixed term or indefinite contract will be offered, 3 month probation period - Part time employment optional, depending on skill set - 24 days of holidays on a yearly basis, in addition to Ugandan public holidays and proven sick leave days - Salary and benefits competitive, but depending on experience/ proven skill
The Employee shall carry out his duties with due diligence and efficiency, and shall exercise such skill and care in the performance of the overall responsibilities as is consistent with recognized professional standards.
The Employee shall act at all times so as to protect and promote IPA Africa's interests and the interest of their clients, and shall take all reasonable steps to keep all expenses to a minimum and consistent with sound professional practices.
Background IPA Since its' founding in 1981 International Procurement Agency has become one of the leading organizations in providing superior supply, procurement and related consultancy services as well as emergency response to principals in all parts of the developing world. IPA works on a strictly independent basis and is not related to any governmental or development organizations. The focus is on public procurement and supply chain in developing countries and emergency situations. Since March 2009 the IPA Group has opened an office in East Africa. IPA Africa Ltd is registered as a limited liability company in Uganda. IPA Africa Ltd currently has proposals for procurement audits and supply chain consultancy work outstanding in several African countries, such as Uganda, Tanzania, Southern Sudan, Malawi, Zambia, Liberia and Sierra Leone, and expects to be expanding its network soon.
Because of the fast growth of the company, the Managing Director IPA Africa is in need to hand over a large part of her responsibilities to an extremely reliable manager, to allow her to focus on business development and quality assurance of projects.
Further, the IPA Africa team exists of a procurement manager, procurement assistants, a project coordinator and an admin assistant. Work will be executed in close cooperation with other companies in the IPA group.
