Job Title:SAFEGUARDS MANAGER
[ii] Scope of the
Position
The holder of this position will be responsible for ensuring that all
environmental and social safeguards issues on UNRA Projects are adequately
and professionally addressed in a timely manner. This includes oversight for
the preparation, implementation, monitoring and evaluation of the relevant
environmental and social management tools/instruments, and undertaking
regular visits to UNRA projects with a view to ensuring compliance with
requirements of sound environmental and social management.

The Safeguards Manager will work under the general supervision of the
Director Planning,
Assist the Director Planning in the supervision of environmental and social
management activities of UNRA.
[iv] Key duties &
responsibilities
He/her will be responsible for overall coordination of the UNRA Safeguards
team and will work under the general supervision of the Director Planning and
more specifically will undertake (and may not be limited to) the following:

1. To carry out technical reviews for Environmental and Social Impact
Assessments (ESIA), Environmental and Social Management Plans
(ESMP) and Resettlement Action Plans (RAP) to ensure quality control
of documents, adequacy of mitigation measures and strengthening of
compliance to environmental and social safeguards procedures
(ESAP);
2. To carry out the preparation and updating of safeguard procedures
ESAP/EIA, including the preparation and updating of tools, formats /
manuals and procedures and the review of environmental and social
safeguards procedures;
3. To ensure that the ToRs reflected in all studies (Feasibility Study and
Detailed Engineering Capacity Building, etc.) and supervised by the
Safeguards Unit are carried out appropriately and the pertinent issues
addressed.
4. To ensure that all Environmental and Social concerns on UNRA
projects are addressed timely, effectively, efficiently and in accordance
with the relevant legal Framework of Uganda and in compliance with
the environment and social safeguard policies of the relevant
Development Partners;
5. To ensure that there is timely and coordinated response to issues
raised by UNRA Stakeholders i.e. Development Partners, Government
Departments, the General Public, etc;
6. To establish a user friendly M&E system to monitor progress, evaluate
performance of the Safeguards team and to ensure that Director
Planning is appropriately and timely informed of the Environmental and
Social Safeguards Unit activities at all times;
7. To ensure that all activities implemented by the different Specialists in
the unit are appropriate, well coordinated, reported on and reports
adequately and safely filed for future reference;
8. To create a knowledge network within the UNRA on both environmental
and social issues to improve communication and modus operandi,
especially on Safeguards;
9. To establish and manage partnerships and initiate networking with
other government and non government agencies and organisations to

advance the performance in environmental and social safeguards and
represent UNRA in conferences, workshops and national, regional or
international seminars;
10. To prepare regular and ad hoc reports as required by management;
11. To perform any such other related regular duties as may be assigned
by the Director Planning.
[v] Person
specification
The post holder must have a Masters Degree in Sociology/Social Sciences or
Social Work and Social Administration, or Environmental Sciences with
professional training in community development and social methods of
investigation.
Knowledge and experience in both Environmental and Social policies and the
relevant issues they address for local, bilateral and multilateral agencies will
be of added advantage.
At least 7 years’ experience in the road sector handling social issues but more
specifically issues related to resettlement/Land Acquisition, STI, HIV/AIDS
mitigation, Gender and Community Liaison. Must also posses good
interpersonal skills including communication, writing and analytical skills, must
have the ability to work independently, sometimes for long hours and with a
multidisciplinary team.
