Imports Inspection Manager Jobs at Uganda National Bureau of Standards in Uganda


Job Title: Manager, Imports Inspection (Salary Scale UNBS 3)
Reports to the Deputy Executive Director- Technical Services and is responsible for compliance to standards of imports of goods.

The successful candidate shall be required to perform the following duties:
•    Supervise lower level staff by continuously assisting, guiding and directing them while regularly reviewing their performance during performance review meetings and annual performance appraisal;
•    Develop procedures and other guidelines for facilitating trade as well as consumer protection through an efficient and developed system for clearance of goods coming into Uganda;
•    Monitor  continuously the implementation of policy, procedures and other guidelines so as to identify and recommend what needs to be improved to make the guidelines more effective;
•    Propose refinements to policy, procedures and guidelines to fit changing circumstances and situations;
•    Compile annual, monthly and weekly work plans for the Department, complete with budgets and expected outputs;
•    Coordinate and control all activities of the Department staff, so as to ensure that operations are being carried out in a cost effective and efficient manner;
•    Coordinate the development and implementation of programmes which are aimed at ensuring that imported goods conform to applicable Uganda Standards or International Standards so as to protect consumers and the environment;
•    Implement and monitor an appropriate import inspection system in line with UNBS Act, Imports Inspection Procedures, Guidelines and formal instructions;
•    Design programmes and procedures for Imports Inspection that conforms to ISO/IEC 17020 “General criteria for the operation of various types of bodies performing inspection”;
•    Promote synergies and collaboration with other key stakeholders like Uganda Revenue Authority, Regional Regulatory Bodies in the region and the East African Community, among others;
•    Provide liaison and linkage between the Department and other Departments as well as nationally and internationally on imports inspection matters;
•    Coordinate and monitor risk assessment and profiling of imports;
•    Promote cooperation and team work within staff of the Department and Management; and produce monthly, quarterly and annual reports for submission to management
•    Perform any other duties assigned from time to time by the supervising officer.

Qualifications and other requirements
•       Possession of a Masters Degree in either Public/Business Administration, Chemistry, Biology, Food science, Food Technology, Engineering or any other science related qualification from a recognized University/Institution
•       Possession of Honours degree in either Chemistry, Biology, Food science, Food Technology, Engineering or any other science related qualification from a recognized University/Institution
•    Must be computer literate with skills in MS Word, Excel, PowerPoint, and the Internet applications.
•    Working experience of ten (10) years, five (5) years of which are at a senior management level in a reputable organization
•    Experience in Standards, Quality Assurance, Metrology and Laboratory Testing areas and Quality Management Systems will be an added advantage
•    Working knowledge of customs and imports clearance procedures will be an added advantage.

The successful candidate needs to be a team player, an excellent communicator with good oral communication and presentation skills.

Age:  Between 35 and 50 years
