Heifer International Uganda (HI-Uganda) begun operations in Uganda starting in Gulu in 1982, and has continued un- interrupted to work with families in the conflict region. Heifer International has currently spread nationwide, supporting over 100 farmers’ groups (both active and weaned) in 68 districts nationwide. Program interventions have been in nutritional security, household income and poverty reduction through livestock-integrated farming. Through the famous zero grazing farming system, which is nationally synonymous with Heifer International; Heifer International-Uganda has provided a reliable source of food and nutrition, income and self-esteem to over 4.5 million resource constrained persons since it began Heifer International Uganda has continued to expand her programs in different other interventions. Heifer International Uganda therefore wishes to recruit professional personnel to fill an existing
position below.

Reports to: Country Director

Supervises: Regional Coordinators and PM&E Manager

Summary statement:
Under the overall leadership and direction of the Country Director, Director of Programs maintains on behalf of the Country Director, overall responsibility for the program/project design, implementation and coordination of all the programs/projects within the Country Program.

Duties and Responsibilities

1. Strategic Planning
• In collaboration with Heifer Uganda’s Senior Management Team, provides leadership and direction to the process of long, medium, and short term planning for the Country Program.

• Develops strategic framework of the country program which reflects Heifer Uganda’s priorities, in order to ensure quality, impact, scale and efficiency in terms of costs.

• Deputizes the Country Director on all aspects of the work including provision of support to staff of larger projects in CD’s absence.

2. Program Development and Fundraising
• In collaboration with EADD Country Program Manager and UDBP Coordinator, supports the Country Director to develop and design plans to combine long range funding and programming needs, including expansion, if appropriate.

• Prepares creative and well written proposals which are compatible with the priorities and orientations of Heifer Uganda’s Country Program.

• Ensures timely submission of all project reports to HQ and donors.

3. Management of Human Resources and Personnel Development
• In collaboration with the Human Resources, provides leadership and technical support to the Country Director as required.

• Advises Country Director of Program staff requirements in harmony with the practices of the HPI and appropriate for the needs of the country program,

4. Financial Management and Budget Control
• In collaboration with the Director Finance and Administration, supervises expenditure control within the project budgets.

• Assures Regional Coordinators’ compliance with contractual regulations and procedures of the donors.

• Ensures that Regional Coordinators submit timely financial reports to country office in line with both HQ and donor requirement.

• In Collaboration with Finance and Administration team, facilitates all audits of the projects, and advises the Country Director on follow ups on the implementation of any recommendations emanating from such audits.

5. Monitoring, Evaluation and Documentation
• Working with PM&E Manager, develops an appropriate system of monitoring and evaluation to assure that all programs are of the highest quality, achieve impact and scale, and that the programs/projects are well documented.

• In collaboration with EADD Country Project Manager, UDBP Coordinator and Regional Coordinators, develops systems and process for the country program to assure that all programs are well implemented and with efficiency in terms of costs.

• Assures the implementation and evaluation of baseline, periodic and finals, presents semi-annual and annual reports, donor reports and impact reports, as appropriate

• Carries out any other duties as assigned by the Country Director.
Preferred Skills:    
This position requires:
• A minimum of a Master’s degree in international development, agriculture economics, livestock production, development studies, Business Administration or related field

• A minimum of 5 years proven track record in managing development programs will be an added advantage.

• A person committed to gender equity and empowerment of vulnerable populations

• Fluency in English

Most Critical Proficiencies:
a) Knowledge of income and expense budget preparation and monitoring

b) Proven team leadership and supervisory skills with ability to train and work cooperatively with a diverse staff, including field staff in several locations.

c) Experience with implementing large programs and knowledge of global sustainable development essential; international experience and knowledge of hunger organizations desirable

d) Skilled with computers as a tool for word processing, database, e-mail and statistical analysis.
