Qualifications and work experience
1. The Monitoring and Evaluation Officer will be a Ugandan National with at least a BA in Economics, Statistics, Social Sciences, Development Studies, Quantitative Economics, Project Planning and Management or a related field. Post Graduate training in M&E or Project Planning and Management is a must.
2. At least five (5) years’ experience in participatory planning, monitoring and evaluation of development projects in Uganda in a reputable Government, NGO or Donor funded development organization;
3. Competence in the management of spreadsheets and data bases is essential;
4. Conversant with the Results Framework Approach of planning, monitoring and evaluation;
5. Excellent computer skills, preferably with one or more common database packages;
6. Familiarity with quantitative as well as qualitative M&E methods.
Competences:
1. Demonstrated record of preparing independent analytical work
2. Sound inter-personal and communication skills with evidence of strong report writing and presentation skills.
3. High analytical capacity, thoroughness, accuracy & attention to detail
Duties and Responsibilities
1. Support the Programme Coordinator in monitoring implementation of PCDP components managed by OPM as per their annual workplans.
2. Liaise with DFID to provide OPM with updates on PCDP components managed by DFID
3. Liaise with the Northern Uganda Data Centre to ensure the PCDP outputs are fully captured in the PRDP2 M&E system
4. Support the Programme Coordinator to prepare quarterly , annual and other periodic project progress reports;
5. Facilitate the design and implementation of studies, surveys, mid-term review and end of Programme and impact evaluations;
6. Perform any other duties as may be assigned to him/her from time to time by the Programme Coordinator.
