The Central and Eastern Africa region has a regional office in Kampala, Uganda and sub offices in South Sudan, Juba and Eastern DRC, Bukavu. The Central and East Africa Region has programs running in eight countries including; Uganda, Kenya, Ethiopia, Sudan, South Sudan, DRC, Burundi and Rwanda.
Mission Talent has been tasked by ICCO Uganda with providing an exclusive search for the position of a Specialist/Programme Officer: Conflict Transformation and Democratisation.
Objective of the Job The job objective is to contribute to regional development processes by facilitating multi-actor, multi-level program and support strategic relations and alliances within the framework of ICCO Alliance Strategic Plan.
Responsibility The CT & D Program Officer and Specialist is responsible for the relation between ICCO and partners/programme coalitions and other alliances in the region. As a Specialist, s/he will be responsible for providing advice to other Program Officers in CT & D program development and CT & D main streaming in all programs.
Tasks As Program Officer CT & D
Identifying and facilitating of partner organisations, programs and program coalitions by applying the 4 ICCO strategic roles in the programmatic approach: strategic financing, lobby, advocacy, capacity building and brokerage;
Assessing of program and project proposals and institutions; preparing of funding decisions;
Monitoring and evaluation of ongoing contracts between ICCO/Kerk in Actie and local partner organisations;
Facilitating of capacity building, advocacy and necessary expert knowledge in the programmes;
Contributing to learning, exchange and knowledge-sharing;
Contributing to policy development and contribute to the development of the (regional) annual plans;
Contributing to communication regarding activities and policies of ICCO & Kerk in Actie and partners in North and South;
Contributing to applications for funding by other sources;
Coordinating with other relevant alliances in the region (members of Northern alliance, APRODEV, ACT, others.) As CT & D Specialist for the region
Support to program development for CT & D within the region;
Advising CT & D Program Officers on:
Strategies for the approach to Conflict Transformation including empowerment of target groups to contribute to processes of Conflict Transformation at the local level and/or contribute to policy making;
Strategies for democratization in particular participation at local level and accountability;
The use of programmatic approach in the area of CT&D.
Advising Program Officers in other thematic areas on:
Applying CT&D to other thematic programs, such as Fair Economic Development and Food and Nutrition Security;
Possibly provide advisory services to other regional offices in the area of CT & D and program development;
Advising on Lobby and advocacy in the area of CT & D in the region. Other tasks as assigned by the supervisor.
Requirements
Substantial knowledge and experience in approaches to conflict transformation;
Considerable knowledge and experience in democratisation;
Knowledge and experience in stimulating program development in the area of CT & D;
Experience in assessing proposals and monitoring and evaluation of programs by partner organisations or program coalitions;
Demonstrated advisory skills;
Excellent language skills in English and French;
Experience in fundraising and proposal writing;
Knowledge of development issues and cooperation;
Basic knowledge of financial aspects on funding organizations;
