Role & Responsibilities
The Chief of Party will provide oversight and supervision of the office and program staff. The five-year program will broadly strengthen USAID Uganda's monitoring and evaluation (M&E) capacities and improve USAID's staff organizational practices along with aptitudes for learning and adaptation.
Specific Responsibilities
Provide overall leadership, management, and general technical direction of the project, ensuring an integrated vision among different components and actors with a focus on achieving results.
Identify issues and risks related to project implementation and adjust project accordingly.
Foster and maintain collaborative relationships with USAID, government officials, partner organizations, and other stakeholders.
Coordinate and bring together multiple partner activities with differing interests and goals.
Qualifications
Master's degree in Statistics, Economics, or a related field required; Degree concentration in Monitoring and Evaluation preferred.
Minimum fifteen years of related work experience required.
Combination of PhD and ten or more years of related experience considered in lieu of above requirements.
Minimum ten plus years of progressive experience designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects preferred.
Minimum seven years of living or working in developing countries preferred.
Minimum five years of experience in a leadership role on USAID or other donor-funded monitoring and evaluation projects required.
Minimum five years of experience implementing quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis preferred.
Minimum two years or more of demonstrated senior level experience on projects addressing gender constraints in the agriculture or nutrition sector preferred.
Experience developing and implementing integrated nutrition and food security programs preferred.
Expertise and experience working directly with host-country governments, preferably at decentralized levels in: agriculture, agricultural livelihoods, nutrition, local capacity development, systems strengthening, management, gender.
Related experience with staple foods, livestock production, and value chain development preferred.
Proven background as a strong leader s including demonstrated work history carrying out duties that require a high level of versatility and integrity.
English fluency required.
