The American Embassy is seeking an individual for the position of Security Investigator-Special Investigations.

Note:  All applicants who are not family members of USG employees officially assigned to post and under Chief of Mission authority must be residing in country and have the required work and/or residency permits to be eligible for consideration.

Under supervision of the ARSO-I, the incumbent manages a portfolio of complex criminal investigations focused on fraudulent international travel documents, alien smuggling, and terrorist travel.  Under guidance from the ARSO-I, manages the basic functions of the ARSO-I Unit and supervises the assigned Uganda Police Force Officer.  Develops and conducts training in fraudulent document recognition and fraud prevention to Embassy, airline, and host nation personnel.  Coordinates directly with a wide range of host nation government and business officials up to and including heads of Ugandan Government Agencies and CEO's in furtherance of ARSO-I Unit investigations.

NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1.  Education required:  Completion of two years college studies (diploma) in Social Sciences, Business Administration, Criminal Science or Liberal Arts is required.
2.  Prior Work Experience: Five years experience in investigations, police, military, fraud prevention, U.S. Visa Processing, or U.S. Consular Operations is required.
3.   Language Requirement:  Level IV (fluent - written and spoken) English ability and Level II spoken and written ability (Limited Knowledge) in Luganda, Swahili, Runyakitara, Luo, Lusoga or Adhola, is required.
4.   Knowledge:   Knowledge of how to conduct a law enforcement subject interview and elicit information; how to identify security features on a Ugandan passport; how to identify fraudulent documents; how to document interviews, write reports of investigation in English, and collect criminal evidence in accordance with relevant rules of evidence, is required.
5.  Skills:  Proficiency in Microsoft Office Suite and Outlook; ability to write cogently in English; ability to perform at least moderately strenuous physical tasks; ability to conduct investigations independently; skill in detecting discrepancies in information presented verbally or in writing; must have a valid Ugandan Category B driver's license.

After an initial application screening, applicants will be invited for oral interviews.  The selected candidate must pass pre-employment security investigations before beginning work.  The initial appointment period is one year, subject to renewal.

Normally, candidates for employment are hired at the first step of the designated pay grade.  In some instances, candidates may be hired at a higher step when exceptional qualifications or previous governmental service and pay level so warrant.  The Human Resources Officer will make the decision with the concurrence of the employing section.
