Our client is a cement manufacturer in Uganda that is seeking to recruit result driven and motivated individual for the Vacancy above;

Job Purpose:
This position is responsible for the development, management and evaluation of business unit wide Learning and Development programs that contribute to assigned target areas in order to facilitate a performance–oriented culture.

Reports to: Plant Human Resources Manager

Duties and Responsibilities:

    * Plan, develop and implement strategy for staff training and development, establish and maintain appropriate systems for measuring necessary aspects of staff training and development.
    * Monitor measure and report on staff training and development plans and achievements within agreed formats and timescales.
    * Manage and control departmental L&D expenditure within agreed budgets in SAP, releasing PRs, POs to the training cost centre within agreed time frames.
    * Manage the performance management process in coordination with the HRM to ensure that the performance appraisal activities are conducted within the guidelines including providing appraisers about data request to perform properly the performance appraisal.  Ensure proper feedback and collation of outcome.    Initiate performance improvement programs, environment and culture as well as monitor.
    * Identify, select and manage external training and accreditation bodies, agencies and providers necessary to deliver required training to appropriate standards.
    * Set in place a robust system for monitoring and evaluating training effectiveness, changes in work practices and Improvement on business KPIs.
    * Manage the induction/orientation process for new employees into the organization.

Qualifications:

    * A university degree in humanities, engineering and a minimum of 3 years working experience in human resources.  Post graduate qualification in human resources is an added advantage
    * Proven experience in the learning and development function is preferred.  Experience in heavy industrial operations would be an added advantage
    * Ability to communicate and function in a culturally diverse, change orientated setting.
    * Ability to deal with cross-functional teams.
    * Strong planning and reporting skills.
