North America Regional Office
The UNOPS North America Regional Office provides services that help implement projects for a range of partners, and support operations run by the UNOPS Mine Action Cluster, Small Grants Cluster and Development Group Cluster. In addition, the office serves as a liaison between UNOPS headquarters and its Executive Board, which supports and supervises UNOPS activities globally.

The UNOPS Development Group Cluster is based in the North America Office and supports a diverse and complex portfolio including partners such as the United Nations Development Programme (the Bureau for Development Policy, the Human Development Report Office, and the Special Unit for South-South Cooperation), the United Nations Population Fund, the United Nations Capital Development Fund, the United Nations Secretariat and a broadening community of primarily New York-based UN partners in the delivery of project management, implementation and administration services.

Background information - DFS

The United Nations Department of Field Support, Information andCommunications Technology Division (UN DFS-ICTD) is responsible for thedelivery of applications that satisfy the requirements of the Departments ofPeacekeeping Operations and Field Support (DPKO/DFS) missions as well asSpecial Political Missions (SPMs).

DFS has implemented a range of systems to address the principalrequirements of peacekeeping operations and to support and enhance theprocesses DFS undertakes.

UNOPS has been requested to assist in the implementation of this activity.
Functional Responsibilities

The incumbent will beresponsible for the following duties:

    Develop a strategyand identify standards for  dataintegrity, consistency, currency and maintenance;
    Implement andutilize reporting tools to monitor data accuracy and synchronization acrosssystems;
    Ensure datasecurity approaches satisfy internal compliance and data governance policies;
     Interact with business users/data stewards toimplement new or change current business processes that will improve dataintegrity and prevent discrepancies from reoccurring;
    Identify bestpractices to ensure that continuous high level of data quality is maintained;
    Design and createspecial programs/procedures for tasks such as statistical analysis and dataentry and cleaning;
    Troubleshoot andresolve data integrity/quality issues in the Data Marts (DM) including cubes&reports , Data Warehouse (DW) tables, Application objects striving to meetestablished SLA’s;
    Research problemtickets to resolve data related issues, application related issues, andimplement better diagnostics to prevent repetitive issues;
    Continuouslyidentify the problems in data sources while also addressing the processes thatcreated the poor quality data;
    Assure that dataarchitectures are developed and deployed in accordance with ICTD requirements;
    Provide detailed report of daily data quality checks;
    Perform other data management and admin related work (as needed)

Competencies

Professionalism – Demonstrates professional competence and master of the subject matter. Strong data management and integration experience and extensive experience in managing teams in the same area. Knowledge of basic systems analysis and design techniques, testing, debugging, and documentation standards, database design, storage and internal systems. Demonstrated skill in designing and implementing applications within relational database systems’ environments. Strong analytical and problem solving skills and ability to handle a range of systems-related technical and management issues.

Communication - Excellent communication (spoken and written) skills, including the ability to convey complex concepts both orally and in writing, in a clear concise style. Demonstrated ability to communicate effectively at all levels.

Client Orientation – Ability to identify and analyze clients’ needs and propose appropriate solution to meet business requirements

Planning and Organizing – Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines. Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment.
Education/Experience/Language requirements

Education:
Advanced University Degree (Masters Degree or equivalent) in Information Systems, Computer Science, Social Sciences or related field. A first level university degree with a combination of relevant academic qualifications and extensive experience in information systems may be accepted in lieu of an advance university degree.

Experience:
A minimum of 5 years of progressively responsible management experience in relational databases (Oracle, Teradata, SQL Server etc), data structures, data quality and cleansing strategies and analyzing large volumes of data;

Language: Fluency in English required.
