Job Title:  Programme Officer

Deaf Child Worldwide (DCW) is the only UK based international development agency dedicated to enabling deaf children to overcome poverty and isolation. DCW is the international development agency of the National Deaf Children’s Society in the UK. Our East Africa programme currently works in Kenya and Uganda. DCW seeks to recruit a competent professional with significant experience of project/programme management and working with national NGOs to build their organisational capacity for the following position:

Position:     Programme Officer
Report to:     Programme Manager East Africa based in London
Location:     Kampala
Duration:            2 year fixed term consultancy contract with possible extension (full-time)

The purpose of the position:
To strengthen the quality and impact of Deaf Child Worldwide’s programme in East Africa by:
1) supporting partner organisations to strengthen their organisational and project cycle management processes, systems, and tools and ensuring that they assess the impact of their work with deaf children, youth, and their families,
2) providing programmatic and administrative support to the East of Africa programme

The specific tasks include:
-Identify gaps in partner organisations’ capacities in all areas of project cycle management and provide training and coaching support as appropriate, including planning, implementation and monitoring of projects, financial management and reporting, report writing, and evaluation of impact.
- Support partners to develop and implement robust planning, monitoring & evaluation, and financial management frameworks and tools to ensure efficient operations and resource utilisation
-Develop high quality training resources and packages and coordinate external distribution
-Facilitate partner to partner learning and sharing learning across all projects
-Assist the PM to monitor project implementation against workplans, logframes, and budgets for the various Deaf Child Worldwide (DCW) projects implemented by partner organisations in East Africa (currently Uganda and Kenya).
-Assist the PM with selection and organisational assessment of potential new partners in order to create a partner portfolio that can successfully deliver the East Africa programme
-Contribute towards project proposal and budget development

Position requirements:
Minimal Academic qualifications:
-University degree in Project Management, Organisational Development, Financial Management, Business Administration or other relevant field and/or equivalent experience

Essential experience
-Extensive experience managing large and small donor funded projects ideally working for an INGO
-At least 5 years professional and practical experience of identifying gaps, designing training programmes, and building capacity of organisations in the areas of strategic planning, developing organisational policies and procedures, leadership, governance, financial management, planning and management of project activities, monitoring and evaluation and identifying and documenting areas of learning. 
-Experience of developing, monitoring and managing budgets and developing tools for financial management

Personal/Skills requirements:
-Ability to establish good working relationships with a wide range of people at all levels, including deaf people.
-Ability to work independently and as part of a team, maintaining contact with line management at distance
-Ability to plan and review work strategically and take the initiative in problem solving
-Fluency in both oral and written English and ideally proficiency in at least one other local language
-High level of computer literacy and competence in Microsoft Office including Word, Excel, and PowerPoint 
-Commitment to and understanding of the social model of disability and rights-based approaches and a belief in the potential of deaf children
-Willingness to travel both within Uganda and in East Africa regularly, including weekend stays
