Background
IMPORTANT NOTE: The consultant must clearly indicate in his/her proposal to which of the 3 sectors (Waste, Transport or Agriculture) he/she is applying for.

The Government of Uganda, through the Ministry of Water and Environment- Climate Change Unit, in collaboration with the United Nations Development Programme (UNDP), and with funding from European Commission and the governments of Germany and Australia, has launched a Low Emission Capacity Building (LECB) Project.

The LECB Project focuses on strengthening Uganda`s technical and institutional capacity in the development of national Greenhouse Gas (GHG) inventory systems and Nationally Appropriate Mitigation Actions (NAMAs) and their associated Measuring, Reporting and Verification Systems. The project will develop up to four NAMAs that have sustainable development co-benefits such as increased clean energy generation and access, new technology investment opportunities, improved health, increased employment opportunities and overall economic growth and poverty reduction.

The LECB project is seeking to engage consultancy services to support preparation of NAMA concepts in 3 sectors namely waste, transport and agriculture. The consultants will facilitate the process of prioritization, information gathering, and scenario development. They will work in collaboration with, and supported by, the National Task Force under the supervision of a National NAMA Team Leader and with guidance from an International Advisor.

Duties and Responsibilities

    Support NAMA Team Leader and International Advisor to provide comments on the UNDP NAMA Guidebook (in prep.)
    Support NAMA Team Leader and International Advisor to undertake policy review of national development plans & vision statements, climate change strategy/policy, low emission development strategy(ies), sectoral strategies, national communications, etc, to elaborate a long-list of potential NAMAs (building on report elaborated in 2012 for MWE)
    Support NAMA Team Leader and International Advisor to draft and apply nationally appropriate criteria to prioritize NAMAs, engaging key stakeholders as appropriate
    Support NAMA Team Leader and International Advisor to determine historic GHG emission trajectories
    Support NAMA Team Leader and International Advisor to select and apply appropriate methods and tools to conduct mitigation analysis (i.e., development of business-as-usual and mitigation scenarios for selected sectors) and identify emissions reduction potential and abatement costs of selected NAMAs
    Analyse co-benefits for prioritized NAMAs, including gender/poverty reduction impacts
    Provide recommendations on the design of reporting structure for monitoring the implementation of NAMAs and evaluating their effectiveness, including the design of indicators to measure progress
    Provide technical inputs for NAMA concepts/fact sheets and detailed NAMA proposals, including financial analysis and MRV plans
    Recommend legal and institutional frameworks, as well as coordination mechanisms, that ensure development of NAMAs on continuing basis
    Recommend mechanisms at the national and institutional levels to link NAMA implementation process with MRV-related activities on a sustained basis
    Provide technical inputs for the roadmap on short-, mid- and long-term NAMAs development
    Provide technical inputs in the design of capacity building program on NAMAs, including training materials/manuals
    Participate as a technical resource in training seminars/workshops on the development and implementation of NAMAs
    Other tasks that the NAMA Team Leader will identify as necessary to the success of the Project in attaining its objectives

Deliverables

    Provide comments on the UNDP NAMA Guidebook (in prep.)
    NAMA Status Report that describes long and short lists of prioritised NAMAs for selected sectors, including background analysis such as policy review and application of criteria
    Business-as-usual and mitigation scenarios for selected sectors
    Fact Sheets for up to 30 NAMAs (using UNFCCC NAMA Registry templates) (10 per expert)
    Concept Notes for shortlisted NAMAs (identified through validation workshop)
    2 detailed NAMA proposals, including financial analysis and MRV plan, and analysis of co-benefits
    Recommendations for legal and institutional frameworks, as well as coordination mechanisms, that ensure development of NAMAs on continuing basis
    Recommendations of institutional mechanisms to link NAMA implementation process with MRV-related activities on a sustained basis
    Training materials, as required

Detailed deliverables and target due dates:

    Desk review of country documents and prepare NAMA Uganda Status Report as input to NAMA prioritization workshop (sectors assigned by NAMA Team Leader; building on report elaborated in 2012 for MWE). Target due date: 17 May. Estimated no of working days: 2.
    Assist NAMA team leader and Government of Uganda to prioritize and select NAMAs to be developed (through preparation for, and participation in, two-day workshop). Target due date: week of 22 May. Estimated no of working days: 3.
    Preparation of NAMA fact sheets for the long list of NAMAs (using UNFCCC Registry templates) (10 NAMAs per expert). Target due date: 10 June (drafts due), 17 June (comments provided), 24 June (revised & final version due). Estimated no of working days: 5.
    Preparation of more elaborated NAMA Concept Notes for shortlisted NAMAs (to be assigned by NAMA Team Leader). Target due date: 17 June (drafts due), 24June (comments provided), 31 June(revised & final version due). Estimated no of working days: 5.
    Develop Baseline and Low Emission Scenarios under guidance of NAMA Team Leader & International Advisor. Target due date: 3 July to 12 August. Estimated no of working days: 10.
    Support the team leader to Identify Cost and Financing Options for shortlisted NAMAs. Target due date: 15 to 26 August (or in conjunction with scenario development). Estimated no of working days: 8.
    Support NAMA Team Leader to identify required Policy Instruments for shortlisted NAMAs. Target due date: 29 August to 2 September. Estimated no of working days: 1.
    Support NAMA Team Leader to identify and quantify co-benefits for shortlisted NAMAs. Target due date: 29 August to 2 September. Estimated no of working days: 2.
    Update of NAMA Concept Notes for shortlisted NAMAs (to be assigned by NAMA Team Leader). Target due date: 5 to 9 September. Estimated no of working days: 2.
    Support to elaborate 2 NAMA proposals under guidance of NAMA Team Leader & International Advisor. Target due date: 30 September (proposals due), 20 October (revised based on validation comments). Estimated no of working days: 10.
    Assist NAMA Team Leader to build capacities of stakeholders about NAMAs through participation in workshop to validate NAMA process. Target due date: Week of 9 November. Estimated no of working days: 3.

Institutional Arrangements
Working under the direct supervision of the NAMA Team Leader, the National Consultant(s) will provide technical know-how for the design of at least 30 NAMA fact sheets (10 per national consultant) and 2 prioritized NAMAs to be submitted to UNFCCC Secretariat NAMA Registry. Relevant project activities that will involve the services of the NAMA Consultant(s) are under the project Outcome: NAMAs (and/or LEDS) have been formulated within the context of national development priorities.

It is anticipated that the work conducted will be coordinated closely with national experts working on mitigation analysis for the National Communication and the LECB experts working on development of MRV systems and the national GHG inventory system as well as the MWE Climate Change Unit mitigation staff.

Required Skills and Experience
Education:

    Advanced degree or higher (Master’s or higher) in Agricultural Economics, Engineering, Finance and/or areas relevant to climate change, environment and national development

Experience:

    A minimum of 7 years of professional experience in the area relevant to the Project and demonstrated experience in development of policy measures and implementation plans that can also be applied to NAMAs/LEDS development
    Substantial involvement in the preparation of emission scenarios; knowledge of at least one modeling tool is a prerequisite
    Demonstrated experience in mitigation analysis in the sectors of energy, transport, waste, and/or agriculture.
    Good knowledge of global and national climate change mitigation issues

Language requirements:

    Fluency in oral and written English.

Schedule of Payments

    20% at the delivery of acceptable inception report, and completion of NAMA Status Report and NAMA Fact Sheets
    30% at the delivery of elaborated NAMA concept notes and conclusion of baseline & mitigation scenario development
    20% at conclusion of costing and policy & co-benefit analysis, and update of NAMA concept notes
    30% at the delivery of elaborated NAMA proposals approved by UNDP

Evaluation Method and Criteria
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    Responsive/compliant/acceptable, and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%; Financial Criteria weight; 30%
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

    Relevance of education – 10 points
    Language skills – 5 points
    Knowledge of the Uganda/East African Mitigation actions for climate change and stakeholders – 10 points
    Relevance of professional experience in conducting similar assignments in the field of UNFCCC NAMAS and/or business – 15 points
    Relevance of experience in report writing and drafting – 15 points

Interpretation of the assignment, methodology and work-plan – 15 points
