Background
The Government of Uganda, through the Ministry of Water and Environment- Climate Change Unit and in collaboration with the United Nations Development Programme (UNDP), and with funding from European Commission and the governments of Germany and Australia, has launched a Low Emission Capacity Building (LECB) Project.

The LECB Project focuses on strengthening Uganda`s technical and institutional capacity in the development of National Greenhouse Gas (GHG) inventory systems and Nationally Appropriate Mitigation Actions (NAMAs) and their associated Measuring, Reporting and Verification Systems. The project will develop up to four NAMAs that have sustainable development co-benefits, such as increased clean energy generation and access, new technology investment opportunities, improved health, increased employment opportunities and overall economic growth and poverty reduction.

Working under the direct supervision of the Project Manager, the International Advisor will provide technical know-how and capacity building to a national team (comprising one Team Leader and 3 sectoral experts) for development of NAMAs in the priority sectors identified in the project document (namely, energy, waste, agriculture and transport). Relevant project activities that will require the services of the NAMA International Consultant(s) are described under the project Outcome: NAMAs (and/or LEDS) have been formulated within the context of national development priorities. It is worth noting that Uganda has been active in its support of the Climate Change Convention and has already elaborated a long list of NAMAs, which will be validated in a forthcoming national workshop.

It is anticipated that the work conducted will be coordinated closely with national experts working on GHG inventories and mitigation analysis for the National Communication and the LECB experts working on development of MRV systems and the national GHG inventory system.

Duties and Responsibilities

    Review NAMA Status Report elaborated by national team after policy review of national development plans & vision statements, climate change strategy/policy, low emission development strategy(ies), sectoral strategies, national communications, etc, to elaborate a long-list of potential NAMAs
    Advise on nationally appropriate criteria to prioritize NAMAs and participate in technical stakeholder consultations to apply the criteria and validate the shortlisting/prioritization process
    Advise on and/or train on appropriate methods and tools to conduct mitigation analysis (i.e., development of business-as-usual and mitigation scenarios for selected sectors) and identify emissions reduction potential and abatement costs of selected NAMAs
    Support analysis of historic and future GHG emission trajectories
    Support analysis of co-benefits for prioritized NAMAs, including gender/poverty reduction impacts
    Review recommendations on the design of reporting structure for monitoring the implementation of NAMAs and evaluating their effectiveness, including the design of indicators to measure progress, including providing examples of international best practices
    Provide recommendations for improving the data collection system for NAMAs, including analysis of barriers to obtaining data and solutions for overcoming these barriers based on regional and international experiences (e.g. voluntary approaches)
    Review and provide technical support for NAMA concepts/fact sheets and detailed NAMA proposals, including financial analysis and MRV plans, elaborated by the national team
    Review proposed legal and institutional frameworks, as well as coordination mechanisms, that ensure development of NAMAs on continuing basis, and provide examples of international best practices
    Recommend mechanisms at the national and institutional levels to link NAMA implementation process with MRV-related activities on a sustained basis
    Provide technical inputs for the roadmap on short-, mid- and long-term NAMAs development
    Provide technical inputs in the design of capacity building program on NAMAs, including training materials/manuals
    Act as a technical resource in training seminars/workshops on the development and implementation of NAMAs

Deliverables

     Technical desk review of NAMA Uganda Status Report (and other country documents, as relevant). Target due date: 17th May (report due), 24th May (comments provided). Estimated no of working days: 2.
    Advise Government and MWE on scoring criteria for prioritization of NAMAs. Target due date: 24th May. Estimated no of working days: 1.
    Assist the Government of Uganda to prioritize and select NAMAs through technical support at stakeholder validation and/or through bilateral meetings. Target due date: week of 27th May. Estimated no of working days: 3.
    Technical review of NAMA fact sheets elaborated by national team. Target due date: 10 June (drafts received), 17 June (deadline to give comments), 24 June (revised drafts received). Estimated no of working days: 5.
    Technical review and support to national team developing NAMA Concept Notes for the shortlisted NAMAs. Target due date: 17 June (drafts received), 24 June (deadline for comments), 31 June (revised & final drafts received). Estimated no of working days: 3.
    Advise on the tools/approaches and support development of Baseline and Low Emission Scenarios and provide training if required. Target due date: 3 July to 12 August . Estimated no of working days: 5.
    Support identification of Cost and Financing Options for shortlisted NAMAs. Target due date:  15 to 26 August (or in conjunction with scenario development). Estimated no of working days: 3.
    Support identification of required Policy Instruments for shortlisted NAMAs. Target due date: 29 August to 2 September. Estimated no of working days: 1.
    Technical review and support to national team to elaborate 2 NAMA proposals, including analysis of co-benefits and implementation barriers. Target due date: 30 September (proposals due) 20 October (revised after validation comments). Estimated no of working days: 5.
    Build capacities of stakeholders about NAMAs in general through preparation for, and participation in, workshop to validate NAMA process. Target due date: Week of 9 November. Estimated no of working days: 2.

Institutional Arrangements

Working under the direct supervision of the Project Manager, and in close collaboration with the NAMA Team Leader, the International Consultant will provide technical knowhow and capacity building for development of NAMAs in the priority sectors identified in the project document. Relevant project activities that will require the services of the NAMA International Consultant(s) are described under the project Outcome: NAMAs (and/or LEDS) have been formulated within the context of national development priorities. He/she also plays an important quality assurance function.

The International Advisor and NAMA Team Leader should provide regular status updates (every two weeks) to the LECB Project Manager and advise immediately of any emerging issues that might have implications upon deliverable due dates.

It is anticipated that the work conducted will be coordinated closely with MWE Climate Change Unit- mitigation staff, national experts working on GHG inventories and mitigation analysis for the National Communication and the LECB experts working on development of MRV systems and the national GHG inventory system.

Duration of the Work
The expected duration of work  is 30 working days, spread from May to November 2013 as per breakdown provided in the “Deliverables” section.

Duty Station
Home-based with travel to Uganda anticipated The International Consultant (if based out of the Country) will be expected to travel 2 times including at Inception workshop (tentatively 27-31 May 2013) and to present the NAMA Concept notes/ proposal to the Stakeholders (tentative 04-08 November 2013).

Competencies

    Demonstrated ability to manage and supervise climate projects
    Substantial experience in modelling of emission scenarios; knowledge of at least one modeling tool is a prerequisite
    Working knowledge of CDM rules, modalities and methodologies, and GHG assessment is an asset
    Substantial knowledge of methodologies for NAMA development
    Proven ability to work with and establish working relationships with a broad range of stakeholders (government, private sector, academia, financial institutions, civil society, etc)
    Demonstrated strong leadership, effective management skills, good coordination ability and team working spirit
    Good organizational skills
    Familiarity with computers and word processing
    Understanding of written and spoken English

Required Skills and Experience

Education:

    An advanced post-graduate university degree in a subject related to climate change and/or environmental management, or equivalent work experience.

Experience:

    At least 10 years of experience in climate change mitigation in the area relevant to the Project and demonstrated experience in development of policy measures and implementation plans that can also be applied to NAMAs/LEDS development.
    Extensive experience working with developing countries on climate change mitigation issues; experience supporting countries in Africa, particularly LDCs, is a distinct asset
    Excellent knowledge of international negotiations and processes under the UNFCCC, particularly as they relate to LEDS, NAMAs, and MRV
    An advanced post-graduate university degree in a subject related to climate change and/or environmental management, or equivalent work experience.

Language requirements:

    Fluency in oral and written English.

Schedule of Payments

    20% at the delivery of the Validation and Prioritization workshops and completion of NAMA Status Report and NAMA fact sheets
    30% once NAMA Status Report and NAMA fact sheets approved by LECB Project Manager
    20% at the delivery of elaborated NAMA concept notes and conclusion of mitigation scenario development
    30% upon delivery of the elaborated NAMA proposals, approved by UNDP, and presentation at validation workshop

Evaluation Method and Criteria
Individual consultants will be evaluated based on the following methodology:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

    Responsive/compliant/acceptable, and
    Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
    Technical Criteria weight; 70%; Financial Criteria weight; 30%
    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Criteria – Maximum 70 points

    Relevance of education –10 points
    Language skills – 5 points
    Knowledge of the Uganda/East African Mitigation Approritate Actions and climate change actors– 10 points
    Relevance of professional experience in conducting similar assignments in the field of Proposal writing for NAMAs and UNFCCCs procedures and/or business – 15 points
    Relevance of experience in report writing and drafting – 15 points
    Interpretation of the assignment, methodology and work-plan – 15 points

Submission Procedure
Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

    Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II).
    Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
    Technical proposal: Brief description of why the individual considers him/herself as the most suitable for the assignment; A methodology, on how they will approach and complete the assignment; Work-plan
    Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II). Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, 2 return Economy tickets (if not based in Kampala) and Living Allowance for 6 days each of the two travels (if not based in Kampala), etc. The consultant will be paid against the completion of specific, measurable deliverables as indentified in this TOR.

Note: To facilitate the consultant´s calculation of his/her living allowance, the current UN DSA in Kampala is USD 198 (quoted living allowance must not exceed this amount).
