Job Title: Budget & Finance Clerk  Contract Type : Fixed Term (One Year with possible extension) Grade  : GS.05 Position Number  : 346276

Organizational Unit :WHO Country Office, Uganda Duty Station : Kampala, Uganda


Functions and Responsibilities

Under the supervision of the Operations Officer and general guidance of the WHO Representative, the incumbent will perform the following duties:

    Maintains financial records and financial transactions in the GSM environment;
    Initiate setting up of HR plans, identify and include positions in HR plans, update position parameters and submit for approval;
     Initiate mapping of positions to tasks and awards;
    Assists in generating reports from the Global Management System; also prepares recurring reports as scheduled and special reports as required to facilitate financial implementation analysis;
    When authorized, makes disbursements from petty cash fund, maintains records of these disbursements and balances accounts as required;
    Assists newly arriving or departing staff members on opening or closing bank accounts, exchanging currency and other financial matters,
    Performs any other duties as assigned.

Knowledge

    Ability to plan, organise, coordinate and implement inputs from several sources to express ideas clearly and concisely, both orally and in writing, to conceptualize and carry- out tasks with little supervision, to interpret financial rules and regulations; and to establish and maintain effective working relationships with people of different national and cultural backgrounds.

Education and Special Training

    Completion of secondary school education and/or equivalent technical or commercial education with specialization in accounting, budgeting or finance.
    Diploma or higher education in accounting or finance will be an added advantage

Experience (length and nature)

    2 to 4 years of experience with 3 to 5 years of progressively responsible work in Finance - and Budgeting and/or accounting activities. Experience with UN or other international or multinational organizations will be an added advantage.

Languages

    Excellent knowledge of English and Swahili and local languages would be added advantage
