The World Food Programme (WFP) is the United Nations front-line agency against world hunger It is the largest and longest serving humanitarian agency in Uganda Currently WFP focuses on three priority areas namely, Emergency Humanitarian Action (EHA); Food & Nutrition Security (FNS); and Purchase for Progress (P4P)(Agriculture & Market Support (AMS), WFP has operations in various parts of the Country. Post Title: Programme Officer/REACH National Facilitator

Contract Type: Fixed Term Appointment Duty Station: Kampala

Duration of Contract: One Year (but renewable to 2 years)

Job Purpose:

Under the overall supervision of the Country Director of the UN World Food Programme (WFP) In Uganda, the designated REACH Administrative Agency, and direct supervision of the Reach International Facilitator, the Programme Officer/National Facilitator will work in dose liaison with the Office of the Prime Minister (OPM) fostering close working relationships with national counterparts in Government and other partner organizations in institutional capacity building for nutrition and food security and will be required to undertake the following;-

Duties and Responsibilities:

Support to completion of situation analysis and data collection that adapts REACH tools to the national context, and ensure na­tional counterparts are able to maintain and utilize the tools on ongoing basis:

    Identify key stakeholders to build consensus on priority interventions, synergies and delivery mechanisms across sectors; Support identification of gaps in national policies, strategies, and action plans to scale-up nutrition interventions,
    Support the development and documentation of nutrition action plan and their costing to scale up nutrition intervention.
    Support the identification of human and financial resources to scale-up nutrition interventions;
    Support the development of multi-sector work -plans and their operational budgets at central government and at distinct levels;
    Facilitate information compilation of relevant evidence and successful practices from other partners and countries to inform strategic planning processes;
    Identify and facilitate linkages with other in-country initiatives and processes to avoid duplication of activities and enhance the value-addition of REACH activities; Support process management and facilitation of multi-stakeholder coordination mechanisms among UN agencies, government, NGOs. academic and private sector partners; Support the national counterparts to analyze appropriate institutional mechanisms for multi-sectoral coordination on nutrition and food security, utilizing REACH case studies and experience; Strengthen process management and coordination by national counterparts;
    Support implementation of nutrition coordination mechanisms at district level identifying and strengthening the linkages with the central level;
    Support the development and implementation of an advocacy strategy for nutrition:
    Support national counterparts for joint advocacy and identification of – strategic opportunities for advocacy; Support the development of common advocacy messages and materials;
    Participate in high level advocacy mechanisms Utilise and adapt REACH tools, support identification and development of joint metrics for a common M&E system to measure progress of implementation;
    Support national counterparts to develop a multi-sectoral indica­tor dashboard to measure progress on scale-up nutrition through an inter-sectoral approach;
    Document REACH country process through case-studies, les­sons learnt updates and good practise;
    Support the development of the knowledge-sharing mechanisms; Facilitate the experience-sharing of lessons learnt and good practise among district and central government level stakeholders.

Requirement:

    Advanced degree in one of the following disciplines: human medicine; agricultural economics; public health; nutrition; dietetics; rural development or public policy, administration and management or equivalent related fields.
    Atleast 8 years of professional work experience at senior level.
    Technical background in public institutions management of nutrition food security and public health sub sectors.
    Experience in management and coordination of nutrition food security or public health programs;
    Proven experience in institutional capacity development especially in managing policy and budget processes;
    Specialization in programme/project management, coordination and institutional capacity building ;
    Strong analytical skills, including collating and presenting data, monitoring and evaluation, and progress reporting;
    Strong personal organization: ability to follow up deadlines; accuracy and attention to details and high quality deliverables; facilitation and/or mediation skills are highly valuable
    Advanced skills in communication and team-building; ability to interact with senior level decision-makers across different organi­zations and cultures; acting with credibility, tact and diplomacy in order to resolve issues;
    Ability to travel periodically for trainings, workshops, and field missions;
    Advanced proficiency in computer operations (Word. Excel, PowerPoint, Conferencing, etc)
    Knowledge of the UN System is an asset but not mandatory.
    Fluency in oral and written English is a must
    Good working knowledge and experience using MS Office applications is a must.
