Job Title:            Application Team Leader and Software Developer

Reports to:       e-Health Assistant Commissioner 

Job purpose:    to develop information systems by studying identifying requirements, designing, developing, integrating, testing, installing and maintaining software solutions. In addition, supports and develops software teams

Key functions:
•    Developing state-of-the-art software solutions that address organizational needs especially information systems that are extensible and maintainable
•    Researching and identifying cause of reported defects and issues in software systems
•    Determining operational feasibility of proposed solutions
•    Authoring technical design documentation that fully defines all applications code and the underlying methodology for the design decision made
•    Preparing and installs solutions by determining and designing systems specifications, standards and programming
•    Improving operations by conducting systems analysis; recommending change in policies and procudeures
•    Configuring e-mail servers and manages the organizations e-mail systems
•    Building own capacity by keeping up data with ever evolving ICT technologies
•    Protecting operations by keeping information confidential
•    Supporting and leading junior software developers by providing advice and coaching
Qualifications:
•    Masters degree in software engineering
•    PhD in software engineering or related field is an added advantage
Experience:
•    At least six years of experience in developing and managing complex software systems
Competences:
•    Demonstrated analytical ability to synthesize complex or diverse information; collect and research data
•    Able to configure mail servers, manage e-mail systems and assign e-mails to users
•    Able to adapt quickly to any programming language
