Scope of Work:
The overarching objective of the assignment is to support project coordinator designated by Ministry of Health in the establishment of robust and E systems for the project complementing the existing arrangements and ensure timely reporting on the project performance indictors included in the project results framework.

Specific responsibilities of the Consultant will include
• Support the Project Coordinator in establishment of M and E systems and protocols required for reporting them project performance working closely with the M and E experts of Ministry of Health especially HMIS and disease Surveillance.
• Provide overall coordination and oversight for the implementation of project M and E systems to ensure timely and quality information on project performance indicators.
• Prepare timely project progress reports on the status of performance indicators included in the results framework and implementation as required by the project coordinator and consultant operations.
• Organize training programs for the staff at the laboratories supported by the project in data collection and reporting.
• Support development and implementation of computerized: laboratory information systems
• Facilitate special studies and survey planned under the project including; operational research.
• Undertake periodic visits to project laboratories to Identity implementation bottlenecks in M and E and bring them to the notice of the Project Coordinator for prompt resolution.
• Perform any other task relevant to the; project assigned by the Project Coordinator.

Qualification:
• Masters in Statistics/ Mathematics/Social Sciences.

Experience:
• At least 3 years out of which 2 years in managing M and E systems of large; projects in social sector

Skills:
* Demonstrated ability to excel in a team environment with multi-tasking.
* Strong quantitative skills and proficiency in computer applications especially Excel and Microsoft project.
• Demonstrated ability to handle good working relationships with senior officials and technical experts in Government, NGOs, and international agencies.
• Effective communication skills in English both verbal and written.

Reporting:
• The consultant will be reporting the Project Coordinator

Deliverables:
• Detailed outline documenting the project M and E system
• Monthly activity report summarizing key activities undertaken during the month
• Quarterly Project progress report summarizing the status of Key Performance Indicators
• Annual Project perforce report summarizing status of all project indicators

Duration of Contract:
• Initial for 2 years and further extension will be based on performance
