Job Title: National Consultant: Finalisation of the MDG Localisation Survey Reports for 5 districts in Uganda, Kampala

Duties and Responsibilities

Objectives of the Consultancy

The main objective of the assignment is to engage a consultant who will work with UBOS in the refining three draft reports and generate two in order to ensure adequacy, relevancy, quality, and validity of the results. A second objective is to improve procedures by suggesting areas for improvement and critical analysis about the process of report writing at UBOS at the end of the consultancy.

Tasks

The specific tasks for the consultant are follows:

* Review the draft reports and finalise the five district MDG reports
* Carryout data analysis from the survey results in the five districts.
* Submit drafts to UBOS and UNDP for review and comments.
* Convene two meetings of key stakeholders to present the key findings of the survey at national and district level.
* Incorporate comments into the district MDG reports.
* Produce and submit to UBOS and UNDP four hard copies of each of the reports as well as a soft copy
* Write an end of activity report for submission to UBOS and UNDP with suggestions on how to improve the process of report writing in future.

Deliverables

The consultant will be expected to deliver on the following;

One (1) inception report to UBOS and UNDP, which should include a table of contents of the reports and a work plan.

Five (5) district reports, delivered in soft copy and five (5) hard copies.

One (1) end of activity report.

Timing and Duration

The assignment is expected to take approximately 40 working days with the first set of reports (Rakai and

Kabarole) Completed by 31st January 2011. The second set (Arua, Kumi and Moroto) should be completed

byMarch 2011. Approximately 8 man-days per district.

The production of the reports should be completed according to the following schedule

Rakai and Kabarole draft reports should be finalised by December 2010.

Arua, Kumi and Moroto reports should be finalised by March 2011.

Any event that might delay this schedule must be communicated to UBOS and UNDP with enough time.

Reporting Arrangements

The consultant will report to the Directorate of District Statistics and Capacity Development, Uganda Bureau of Statistics for the day to day activities. ii) In consultation with District Planners in the five districts and guidance from the Senior Economist of UNDP.

The consultant will work closely on a day to day basis with UBOS Statistical Capacity Building Team, specifically on the MDG Localisation Survey headed by the Principal Statistician in the Directorate.

Consultancy fees shall be disbursed in accordance with the following schedule:

20% after the delivery of 1 inception report

30% after the delivery of 5 district reports with hard and soft copies

50% after delivery of end of activity report.

Competencies

Technical skills:

* Outstanding analytical and communications skills
* Superior writing and reporting skills

Required Skills and Experience

* The consultant should be a professional in economics, statistics or related field, with an advanced degree and relevant professional experience.
* The candidate should have previous work experience in quantitative and qualitative research methods and a good knowledge of economic and sound statistics including MDGs.

The consultant should possess the following skills:

* Previous work experience in quantitative and qualitative research methods as well as monitoring and evaluation.
* 5 years of professional experience on issues related to social and economic policy in Uganda.
* Masters degree in statistics or related field
* Good Knowledge of UBOS and UNDP procedures
* Previous work experience in MDGs and Human Development.
